Job Summary

Stafford Gray is seeking a highly skilled Financial Reporting Manager to join our team. As a key member of our finance department, you will be responsible for ensuring the accuracy and timeliness of our financial reports, as well as developing and implementing accounting policies and procedures.

Key Responsibilities
  • Provide direction to supervisors and staff on general accounting, payroll, and financial reporting matters.
  • Assist in the preparation and issuance of the Comprehensive Annual Financial Report, popular report, and related stand-alone reports.
  • Direct the preparation and issuance of interim financial reports for distribution to the Wayne County Commission.
  • Assist in the preparation of the annual budget and quarterly budget projections for Central Accounting and Payroll.
  • Direct the preparation of professional service contracts, purchase orders, and contract modifications.
  • Work with external auditors during quarterly, interim, and annual audits.
  • Collaborate with finance and internal teams to analyze financial performance, develop service-level agreements, and provide recommendations to senior leadership.
  • Stay up-to-date on new accounting pronouncements and implement them in a timely manner.
  • Develop policies and procedures based on accounting and auditing standards, County ordinances, and departmental requirements.
  • Monitor and direct the timely completion of staff assignments.
  • Review and approve bi-weekly payroll input.
  • Develop training programs for division staff and financial staff throughout the County.
  • Attend Wayne County Commission meetings and other meetings as required.
Requirements
  • Bachelor's degree in accounting, finance, or a related field.
  • Five years of paid supervisory experience in accounting, auditing, and financial reporting, preferably in the government sector.
  • Certified Public Accountant License required.
  • Specific knowledge-based competencies required to perform the functions of the job include principles and techniques involved in accounting, economics, finance, management, customer service, accounts payable practices, payroll practices, accounts receivable practices, and other applicable County, State, and Federal laws.
  • Experience in SaaS ERP implementation and optimization is preferred.
  • Advanced capabilities in MS Office, particularly using Excel and spreadsheets.
  • Excellent supervisory, analytical, and time management skills.
  • High-level written and verbal communication skills.
