Department Overview
PG&E IT is a cohesive organization comprising various divisions that work collaboratively to design, deliver, and manage high-quality technological solutions. The Grid and Control Center technology division is currently undergoing a significant transformation, implementing the Advanced Distribution Management System (ADMS), Distributed Energy Resource Management System (DERMS), and maintaining legacy applications within the Electric distribution and transmission sectors, as well as the Gas sector, to fulfill identified business objectives and priorities.
Position Summary
This role is responsible for overseeing IT solutions, development, delivery, and operations of PG&E system applications, including ADMS. The manager directs teams accountable for solution and portfolio strategy and planning, business architecture, requirements definition, program and project delivery, application development, testing and quality assurance, as well as operations and maintenance support. The position ensures alignment of IT strategy, services, investment decisions, and delivery structures with the objectives of business units and enterprise IT.
Compensation
PG&E provides a salary range that reflects the company's good faith belief regarding compensation for this position at the time of posting. This range is specific to the locality of the job. Actual salary will depend on various factors, including skills, education, licenses, certifications, experience, market value, geographic location, and internal equity. It is anticipated that the individual hired will not be positioned in the upper half of the salary range outlined below:
Salary Range:
Minimum: $140,000.00
Maximum: $238,000.00
Key Responsibilities
- Evaluate portfolio performance and suggest adjustments in investment strategies to meet objectives; utilize reporting tools to track portfolio activities and regularly update IT and business leaders on performance.
- Oversee the timely, within-scope, and budget-compliant implementation of new or enhanced systems.
- Provide operational support and maintenance for system applications, potentially offering 24/7 support.
- Assess and recommend sourcing strategies for projects, collaborating with business units and relevant IT personnel to ensure resource distribution and prioritize based on business objectives.
- Serve as a liaison for information flow between departmental teams and the broader IT and business community, managing effective issue resolution.
- Oversee risk assessment and the execution of mitigation plans.
- Conduct analyses of asset deployment, usage, acquisition, and disposal of nonperforming assets; evaluate risks as part of the lifecycle analysis of portfolio components.
- Communicate and advocate for the requirements necessary to execute the IT portfolio.
- Develop and manage service level agreements with business partners.
- Establish, prioritize, coordinate, and communicate the goals and processes essential for implementing the portfolio and critical projects.
- Ensure compliance with standards, regulations, and governance processes.
- Ensure staff possesses the necessary resources and skills to support all projects.
- Set individual and departmental objectives aligned with organizational goals. Implement PG&E practices for staffing, EEO, diversity, performance management, development, reward and recognition, and retention.
- Manage the identification, analysis, valuation, and execution of system investments for project delivery and operational support; oversee the execution of technology roadmaps.
- Collaborate with other teams to share concepts and leverage across portfolios.
- Supervise a team of technical, professional, and supervisory employees engaged in designing, developing, testing, and deploying application systems.
- Establish development plans for supervisors and staff.
- Provide performance feedback and guidance to team members.
- Achieve results through others by setting and communicating goals and metrics, monitoring progress, providing ongoing coaching and feedback, and reinforcing high-performance behaviors.
Qualifications
Minimum:
- B.A./B.S. degree or equivalent work experience in Computer Science, Information Technology, Business Administration, Engineering, or a related field.
- At least 8 years of experience in programming/systems analysis, project management, IT strategy planning, or a related area.
Desired:
- M.S. or M.B.A. degree in business administration or computer science.
- Leadership experience in the utility industry, particularly in IT and operations.
- Experience supporting Grid and Control Center Operations for applications such as OMS, ADMS, SCADA, or EMS.
- Familiarity with SLA management processes and collaboration with IT vendors/partners for service development and negotiation.
- Experience working with enterprise infrastructure support teams in areas such as network support, data center, security, application monitoring, and integration support.
- Strong analytical and technical skills.
- Excellent written and verbal communication abilities.
- Ability to foster a collaborative work environment focused on common missions and mutual goals.
- Proven ability to develop and manage budgets effectively.
- Demonstrated capability to navigate complex organizational, process, technical, and political challenges.
- Awareness of new cloud infrastructure and application deployment technologies.
- Project Management Professional (PMP) certification from PMI.
- ITIL certification and/or extensive experience in ITIL-based environments.
- Experience in a Lean Management System environment.
- Ability to influence business leadership and drive ownership and acceptance of change.
