Payroll Manager

**Job Summary**
The Payroll Manager is responsible for overseeing the payroll process, ensuring timely completion and accuracy of payroll administration. This role involves supervising payroll staff, preparing union and non-union payroll, and maintaining payroll records in accordance with Authority policy, union contracts, and State and Federal laws and regulations.
**Key Responsibilities**
* Supervise payroll staff in the preparation of union and non-union payroll, ensuring accuracy and timeliness of payroll administration
* Monitor and advise the work of the Data Payroll Technician and Payroll Clerks
* Oversee the preparation of weekly and bi-weekly payrolls, ensuring timely completion and accurate input data
* Maintain vacation, sick, and personal leave banks, ensuring accuracy of recording and payment for time accrued
* Audit and submit the monthly MERS wage report, as per the specifications of the registered retirement plan
* Review personnel change reports for accuracy and timeliness
* Oversee the maintenance of payroll records, logs, and files, in accordance with Authority policy, union contracts, and State and Federal laws and regulations
* Demonstrate continuous efforts to improve operations, decrease turnaround times, and streamline work processes
* Work cooperatively and jointly with Human Resources
**Requirements**
* Bachelor's degree in Accounting, Business Administration, or related field
* Five years of progressively responsible experience in accounting and payroll administration
* Three years of supervisory or lead experience preferred
* Experience with computers and accounting software
* Proficient in the use of Windows-based MS Word and MS Excel applications
* Effective written and verbal communication skills
