Employment Type: Full Time (40 hours per week)

Work Hours: Monday to Friday, 8:30 AM to 5 PM

Job Location: Philadelphia, PA / On-Site

Key Responsibilities:

  • Conduct initial home assessments for referred kinship or foster parents, with or without the accompaniment of a case manager, to evaluate case acceptance.
  • Perform home visits to evaluate the physical conditions of the residence and assess the potential resource parent's ability to provide care.
  • Gather all necessary initial documentation to initiate the certification process for prospective Kinship and Resource parents.
  • Screen and pre-approve potential Kinship and Resource parents once all documentation has been submitted and verified.
  • Prepare comprehensive files for kinship and resource parents, including a detailed home study report that outlines all documentation collected.
  • Maintain accurate records for Kinship and Resource parents to comply with State, County, and organizational best practices.
  • Ensure that any necessary support for the Kinship/Resource parent is established, including nursing assistance, bilingual services, and emergency contact information.
  • Verify that all caregiver clearances are current and that childcare services are adequately arranged.
  • Create and maintain a Child's folder containing all relevant information as per established standards.
  • Respond to on-call duties with professionalism, taking all necessary steps to assist kinship/resource parents in achieving and maintaining full certification. Report any incidents that may jeopardize the safety and well-being of children in care to the Supervisor/Director.
  • Attend court hearings as required, ensuring collaboration with the case manager.
  • Conduct follow-up home assessments every three months to evaluate the home environment, the caregiver's ability to care for children, and the psychosocial conditions of the home.
  • Assist kinship/resource parents in completing documentation for license renewal to continue providing care for children.

Qualifications:

  • EDUCATION: High School Diploma or GED; an Associate Degree in Human Services is preferred but not mandatory.
  • EXPERIENCE: A minimum of two years in social services, particularly in administrative roles.
  • CLEARANCES: Required clearances include Pennsylvania Child Abuse, FBI, and Pennsylvania Criminal Record Clearance, along with a medical examination.
  • Bilingual/bicultural candidates, particularly Spanish/English speakers, are preferred but not required.
  • Familiarity with PA Chapter 3700 regulations is advantageous.
