Pharmacy Technician Lead Procurement/Inventory Specialist

The Pharmacy Technician Lead Procurement/Inventory Specialist position is located at the Captain James A. Lovell Federal Health Care Center. The Pharmacy Department is comprised of six pharmacies across multiple campuses. Responsibilities include acquisition/requisition support, inventory management, budget management, property management, and recalls for the Pharmacy Department.
Key Responsibilities- Coordinate procurement and reconciliation of all micro-purchases.
- Maintain and adhere to a drug and supply inventory system to ensure all six pharmacies maintain adequate functions.
- Perform physical inventory of items utilized by the Pharmacy Department.
- Assist in establishing departmental levels on items maintained in each Pharmacy.
- Initiate requests, market research to obtain necessary information required for approval, and procurement at the small procurement or contract service center.
- Maintain a cooperative working relationship with the VA Great Lakes Acquisition Center.
- Exercise 'Storekeeper' authority to receipt for supplies and obtain signature from authorized service employee verifying each receipt.
- Follow-up on delinquent deliveries, addresses all overages, shortages, damages, performance, and reconciliation processes.
- Independently review all sources for pharmaceuticals and medical supplies and make product selection consistent with decisions of the VISN and local Pharmacy and Therapeutics Committee.
- Report product in the facility affected by FDA Drug Recalls.
- Serve as a resource regarding drug contract, source, and availability information for pharmacy staff, Pharmacy & Therapeutics Committee, and pharmaceutical representatives.
- Assure procurement actions are executed in accordance with Federal Acquisition Regulations (FAR) and VA Acquisition Regulations (VAAR), and any applicable DoD regulations or requirements.
- Requisition items through Servmart, GSA, SLA, DMLSS or excess programs from other government agencies.
- Coordinate/finalize any shipping discrepancy or Quality Improvement Reports (QIR) that may be required.
- Purchase card holder and comply with all the acquisition regulations, including Federal, VA, and local FHCC to include 8A, small business, Javits Wagner 0-Day Act, and mandatory sources.
- Has delegated Contracting Officers responsibilities that encompass micro-purchases not to exceed the established single purchase limit (SPL) and prime vendor procurements in accordance with established contracts.
- Maintain, adjust, assure fund control point balances are accurate and keep Fund Control Point Official informed.
- Orient service employees, visitors, volunteers and students to supply procedures and drug control.
- Independently assure that VA national procurement contracts are followed, coordinating vendor changes with other pharmacy staff.
- Assist in the preparation of documentation required to obtain committee approvals (i.e. Equipment Committee and Total Force Management Committee).
- Research and obtain information necessary for presentation at various FHCC meetings (i.e. Commodity Standards, Equipment Committee, Total Force Management Committee, etc.).
- U.S. Citizenship: Must be a citizen of the United States.
- English Language Proficiency: Must be proficient in spoken and written English.
- Certification: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT), or National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
- GS-9 Grade Requirements: Specialized Experience: Must possess one year of creditable experience equivalent to the next lower grade level (GS-8), which is directly related to the position to be filled.
- Knowledge, Skills, and Abilities (KSAs): Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy.
- Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports.
- Skill in solving problems and implementing corrective actions to maximize outcomes in their program area.
- Ability to maintain special accreditations and prepare for national reviews/inspections.
- Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area.
- Knowledge of pharmaceutical and supply inventory requirements to ensure compliance with regulations and national/audit/inspections.
- Knowledge of clinical specifications, characteristics and ordering processes of a wide variety of soft prosthetics and supply items.
- Skill in managing specialized programs related to inventory including, but not limited to, specialty medications and supplies, All Hazards Emergency Cache Program, recalls, reverse distribution and pharmaceutical waste.
