Position Overview:

The Chief Finance Officer is accountable for overseeing all aspects of financial management, billing, accounting, and human resources functions within the Georgia Primary Care Association. This role involves assisting the CEO in strategic, operational, and fiscal planning, including the management of annual budgets and resource allocation.

Key Responsibilities Include:

  1. Establishing objectives, policies, and procedures to ensure effective financial operations and maintain fiscal health;
  2. Managing and supervising payroll, purchasing, accounts receivable, accounts payable, and general accounting activities;
  3. Overseeing third-party reimbursements to maximize revenue streams;
  4. Collaborating with the CEO on budgeting and capital development initiatives with funding entities;
  5. Ensuring timely submission of all regulatory reports, including UDS, IRS, and state tax returns;
  6. Guaranteeing the accurate completion of the annual agency audit, including the preparation and preservation of relevant financial documentation;
  7. Managing the inventory and capitalization of all agency assets in accordance with federal guidelines;
  8. Preparing monthly financial statements and balance sheets for the CEO and Board of Directors, highlighting any significant trends in financial performance;
  9. Implementing a compliance program to ensure adherence to all relevant federal, state, and local regulations, as well as grant and contract stipulations.

Qualifications:

A bachelor's degree in Accounting, Finance, Business Administration, or a related field is required. Certification as a Public Accountant (CPA) is preferred. A minimum of 5-10 years of progressive management and accounting experience in a non-profit or healthcare setting is essential. Proficiency in Windows, Microsoft Office, Peachtree Accounting software, and other relevant software systems is required. The ability to manage multiple tasks and meet deadlines is crucial.

Knowledge and Skills:

Comprehensive understanding of the principles and practices governing not-for-profit healthcare organizations. Familiarity with state and federal regulations pertaining to HHS/HRSA-BPHC policies. Insight into the structure and operations of federally qualified health centers. Experience with computerized accounting systems and financial reporting. Proficient in budgeting, financial data management, third-party billing, contracting, collections, and cost reporting (Medicaid & Medicare).

Travel Requirements: Occasional travel may be necessary.
Salary Range: Competitive, based on experience.
Work Hours: Minimum of 40 hours per week.
