Community Support Specialist I/II

Community Support Specialist I serves as the foundational role for employees working under close guidance while acquiring knowledge in various program areas, including Adult/Adult Protective Services, Child Protective Services, Foster Care/Adoption, Child Care, and Employment Services. These professionals engage in routine to intermediate casework tasks, with their actions typically reviewed by a supervisor before proceeding with case actions. Community Support Specialist II represents the advanced level within the occupational group for Community Support. Employees at this level are expected to perform all duties independently, seeking supervisory input only in exceptional circumstances or when policies necessitate such involvement. They are tasked with formulating and executing personalized service plans, applying casework techniques in basic service level caseloads. Specialists may provide services across all program areas or focus on one or several, particularly emphasizing Adult Protective Services.Key Responsibilities (Illustrative Only) – Interprets laws, policies, and regulations relevant to specific responsibilities; Monitors, coordinates, and manages assigned programs; Facilitates services within designated areas of responsibility; Conducts interviews and evaluates client needs and other pertinent factors such as education, skills, abilities, interests, and support systems; Educates clients about related service programs, including rules, regulations, and their rights to participate; Presents cases to determine suitable services and develops/implements service plans; Provides case management services to ensure compliance; Oversees program waiting lists; Tracks expenditures, prepares/submits budget forecasts, and ensures payment for services; Completes necessary federal, state, and local planning and reporting obligations; Collaborates with other agencies and participates in multi-disciplinary and interagency teams to deliver services to clients; Conducts overall program monitoring within specific areas of responsibility; Acts as a resource for clients and the community in their area of expertise; and Provides after-hours on-call support and responds to emergencies in child/adult protective services and/or foster care. Minimum Qualifications: Knowledge- Basic understanding of social work principles and practices; human behavior and motivational theories; and social, economic, and health challenges.
Skills- Proficiency in operating a motor vehicle and personal computer with relevant software.
Abilities- Proven ability to: communicate effectively in both oral and written forms; interview, assess needs, counsel, and refer clients to additional resources as necessary; develop and implement service plans to ensure the delivery of appropriate services; make informed decisions within the framework of existing laws, policies, and regulations; respond to clients' emotions to achieve service objectives; organize and manage personal work activities, including service delivery, report preparation, and record-keeping; establish and maintain effective relationships; and stay updated on current trends and developments in the social work field. Education and Experience- A minimum of a Bachelor's degree in a Human Services field or a Bachelor's degree in any discipline with at least two years of relevant experience in a Human Services area as mandated by the Administrative Code of Virginia and enforced by the Virginia Board of Social Services. Preferred Qualifications: Familiarity with and experience applying complex federal and state laws, regulations, policies, and procedures governing compliance requirements related to Child Welfare Programs, such as Adult Protective Services, Child Protective Services, Foster Care, and Adoption. Experience in case management. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license. Prior experience in social services or an internship in human services. Completion of training programs offered by the VA Department of Social Services. Special Requirements: Must hold a valid Commonwealth of Virginia driver's license upon hire.
