Overview

The Department of Commerce (DOC) has embarked on a comprehensive DEIA Strategic Plan, comprising 205 action items aimed at improving recruitment, retention, and overall employee satisfaction across the Department. Additionally, the Equity Strategic Plan features 94 action items focused on inclusive growth and external-facing efforts to empower underserved communities in the economy.

To accelerate DEIA efforts at the DOC, a DEIA function must be adequately staffed and resourced. This staff augmentation provides an interim staffing plan for the DEIA function until FY 2023 and 2024 when federal staff can be onboarded.

Responsibilities

The Program Analyst (PA) will provide analytical consultative services required to administer all aspects of the DOC DEIA Strategic Plan and DOC Equity Action Plan assigned to the Office of Civil Rights and assigned to the bureaus.

  • Provide analytical consultative services required to administer programs throughout all phases of business requirements analysis, software design, system and performance testing, and implementation.
  • Analyze and review budget, schedule, and other program resources.
  • Identify resource shortfalls and make corrective recommendations.
  • Participate in analysis sessions to provide program requirements.
  • Review the business and system, software and system integration requirements to ensure the requirements meet the program needs.
  • Consider alternatives and develop recommendations.
  • Identify, communicate, and resolve risks.
  • Identify and resolve issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project.
  • Research and analyze resource material.
  • Monitor system tests; reviews test results; identify project issues.
  • Develop and implement comprehensive communication plans that align with the agency's DEIA objectives and goals.
  • Collaborate with the DEIA leadership team to identify key messages and communication strategies to enhance awareness and engagement.
  • Content Creation and Management:
    • Create, edit, and manage content for DEIA-related communications, including newsletters, web content, presentations, reports, press releases, and talking points.
    • Coordinate and facilitate internal communications to promote DEIA initiatives and foster a culture of inclusivity.
    • Assist in planning, promoting, and executing DEIA events, workshops, and training sessions.
    • Develop promotional materials and provide logistical support to ensure successful event outcomes.
Qualifications

More than 2 years experience in the field or related area:

  • Two (2) years or more of strong knowledge of diversity, equity, inclusion, and accessibility (DEIA) disciplines.
  • Two (2) years or more of experience collecting, reviewing, and tracking data related to program analysis and/or management with particular emphasis on DEIA.
  • Two (2) years or more of experience writing and editing technical documents such as reports, briefings, and presentations that incorporate relevant research and background information.
  • Must be able to utilize Microsoft Office software (Access, Adobe, Word, Excel, PowerPoint, and Outlook).
  • Excellent written and verbal communication skills, with a strong ability to tailor messages to diverse audiences.
  • Proficiency in using digital communication platforms and content management systems.
  • Strong organizational skills and the ability to manage multiple projects simultaneously.
  • Demonstrated commitment to advancing diversity, equity, inclusion, and accessibility.
