Job Title: Deputy Director of Financial Services

Join the City of Rio Rancho, NM team as a Deputy Director of Financial Services. This role is responsible for assisting the Finance Director in planning, direction, oversight, and coordination of the activities and operations of the City Financial Services Department.

Key Responsibilities:
  • Assist the Finance Director in day-to-day department operations and serve as the Director in their absence.
  • Oversee contracts with various special districts and ensure accounting and administration comply with all City, State, and Federal requirements.
  • Design internal control systems for all departments to ensure the safeguarding of City assets.
  • Develop accounting and other finance-related policies and procedures and train staff on such policies and procedures.
  • Participate in the procurement of Financial Services Department goods and services.
  • Review city investment transactions and maintain investment files.
  • Oversee the City's cash flow and make recommendations to the Financial Services Director regarding movement of cash and investments.
  • Coordinate and oversee the City's banking operations.
  • Prepare projects and reports on fiscal operations as required by the Department Director, City Administration, Boards and Commissions, Governing Body, and external auditors.
  • Represent the Financial Services Department on City-wide committees and task forces requiring expertise in finance and accounting.
Requirements:
  • Bachelor's degree in business, public administration, general management, accounting, finance, or a directly related field.
  • Five years of progressively responsible experience in fund accounting and investments, budget and grants, or other related finance field, with a minimum of two years of experience in a supervisory capacity.
Preferred Qualifications:
  • Experience in a municipal government and supervising in a union environment.
  • Experience with enterprise resource planning systems.
