About Us

The Honolulu Authority for Rapid Transportation (HART) is seeking a seasoned financial professional to lead its finance division as Chief Financial Officer/Director of Finance. This role reports to the Executive Director/Chief Executive Officer and is responsible for all aspects of HART's fiscal operations, including financial reporting, long-range forecasting, budgeting, accounting, grants management, and procurement.

HART is a semi-autonomous agency of the City and County of Honolulu responsible for designing and constructing Hawaii's largest infrastructure project and the nation's first fully-automated rail transit system. The organization is currently extending the system past the Daniel K. Inouye International Airport and into downtown Honolulu, representing an 18.9-mile fixed-guideway rail system with 19 stations.

Key Responsibilities:

  • Develop and implement financial strategies to support HART's mission and vision.
  • Collaborate with other HART leaders to establish organizational priorities and meet project schedules.
  • Direct the development of the HART operating and capital budgets, cash flow forecasts, and long-term financial plans.
  • Oversee the annual financial statement audit and ensure timely completion.
  • Lead the preparation and analysis of financial statements and related activities.
  • Administer HART's General Obligation Bond program and collaborate with external stakeholders.
  • Present financial information to the HART Board of Directors, City Administration, and other stakeholders.

Requirements:

  • Bachelor's degree in finance, accounting, or a related field.
  • Minimum 5 years of progressive financial leadership and supervisory experience.
  • Governmental experience is not required but is preferable.
  • Strong communication and analytical skills.

This role is based in HART's offices in Honolulu, Hawaii, and requires a reliable commute or relocation before starting work.

Pay and Education:

The salary range is $122,532.00 - $170,000.00 per year, and a Bachelor's degree is required.

Experience:

Progressive financial leadership experience is required, with a minimum of 5 years.
