Position Overview
Under the general oversight of the Regional Director for Administrative Services, this role is responsible for managing and directing Business Services initiatives within a specified geographic area as designated by the Health and Human Services Commission.
Key Responsibilities
This position requires adept organizational and managerial skills to implement policies, procedures, and standards effectively. The individual will be accountable for the quality of management practices utilized to achieve work objectives. This role involves performing moderately complex managerial tasks, providing strategic direction and guidance in operations and planning. Responsibilities include:
- Planning, assigning, and supervising the work of Business Services personnel.
- Overseeing all facets of Business Services, which encompasses facility acquisition, management and operations, warehouse operations, asset management, administrative contract oversight, and the development of service level agreements.
- Managing the region's Safety and Incident Management Program.
Relationship Management
Establishing and maintaining effective working relationships with internal leaders, community stakeholders, advisory groups, and elected officials, including county judges and state legislators, is crucial. The role also includes representing Regional Administrative Services (RAS) in various committees, workgroups, and community meetings.
Essential Functions
The individual is expected to maintain regular attendance in accordance with agency policies and perform additional duties as assigned. Key functions include:
- Managing staff activities within Business Services; developing and implementing evaluation techniques for RAS activities; providing technical guidance to ensure efficient resource utilization and high-quality service delivery.
- Leading the formulation and execution of guidelines, procedures, and regulations that affect the customer service delivery system, ensuring compliance with agency policies.
- Overseeing the preparation of management reports, internal audits, special reviews, research studies, forecasts, and modeling exercises aimed at enhancing services and addressing customer inquiries.
- Maintaining up-to-date knowledge of all HHS agencies in the assigned area through literature review, participation in regional management meetings, and involvement in agency workgroups.
- Representing RAS at meetings, conferences, and committees.
Qualifications
Applicants must possess a valid Class C Texas Driver’s License. Considerable knowledge of local, state, and federal regulations relevant to business services, facility operations, and contract management is essential. Candidates should also have:
- A general understanding of Texas Health and Human Services agency programs.
- Knowledge of effective management principles, including organizing, coordinating, planning, and implementing initiatives.
- Strong written and oral communication skills.
- Proficiency in standard agency computer applications, such as Microsoft Office Suite.
- The ability to establish program goals and objectives and manage multiple tasks with flexibility in prioritization.
- The capability to identify problems, develop and assess policies and procedures, and implement effective solutions.
