The City of Riverside is inviting applications for the role of SENIOR MANAGEMENT ANALYST to address a vacancy within the Special Transit Administration Division of the Parks, Recreation, and Community Services Department.

The established eligibility list may be utilized to fill current and/or future vacancies across various departments for this classification for a duration of six months.

The Senior Management Analyst will operate under the administrative guidance of the Transportation Manager, contributing to the Special Transportation Division within the Parks, Recreation, and Community Services Department. Responsibilities include developing, implementing, projecting, and monitoring revenue and expense-related activities; overseeing the administration and fiscal management of Federal and State grants; assisting with the fiscal oversight of the Transportation Development Act (TDA); aiding in the preparation and monitoring of the Division's annual budget; and performing other related tasks as necessary.


Key Responsibilities:

Duties may encompass, but are not limited to:

  • Conducting intricate research and analytical activities concerning organizational structure, staffing, operations, procedures, and policies; providing recommendations for departmental and city policy.
  • Collaborating with relevant departments and external agencies to develop, implement, project, and monitor revenue and expense-related activities for city programs and contracted services.
  • Participating in the creation of management information systems and processes.
  • Delivering training, technical support, and group presentations to employees, executive management, and elected officials regarding operational policies and procedures.
  • Preparing council reports, financial reports, statistical tables, charts, and graphs.
  • Acting as a management liaison to various boards, committees, and citizen advisory groups, as assigned.
  • Supervising, training, and evaluating para-professional, technical, and clerical staff as assigned.
  • Coordinating departmental computer operations; assisting in identifying and recommending computer software and hardware needs, acquisition/installation, application design and implementation, and computer operation and maintenance, as assigned.

When assigned to larger departments, additional duties may include:

  • Directing and coordinating the fiscal and analytical operations of the department, which may involve budgeting, fiscal control, accounting, purchasing, personnel, grant preparation and analysis, contract administration, capital improvements, and computer operations.
  • Preparing or overseeing the preparation of the departmental budget; reviewing, analyzing, and compiling budgets of various programs or divisions; justifying needs and reviewing expenditure requests and budget variances.
  • Conducting analysis and review of rates; assisting in the development or revision of rate structures.
  • Monitoring and analyzing federal and state legislation and regulatory actions.
  • Developing, reviewing, and analyzing budgeted revenue estimates and fund sheets for preliminary and final budgets.

Educational Qualifications:

The equivalent to a Bachelor's degree from an accredited college or university with major coursework in public administration, business administration, finance, accounting, or a closely related field. Two years of professional experience may substitute for two years of the required education on a year-for-year basis.


Experience Requirements:

A range of 3-5 years of experience in governmental budgetary, finance, and revenue analysis and projections activities, preferably within municipal government. A master's degree may substitute for one year of experience.


Necessary Special Requirement:

Possession of, or ability to obtain, a valid, appropriate Class 'C' California Motor Vehicle Operator's License.


Highly Desired Qualifications:

Knowledge and/or experience with grant writing and administration, including grant claims, tracking expenditures, and reconciling payments. Knowledge and/or experience in organizing and coordinating all payroll functions for the Department. Knowledge and/or experience in reconciling, researching, and identifying discrepancies for daily customer transactions.
