The Office of Innovation & Technology (OIT) serves as the central IT agency for the City of Philadelphia, led by the Chief Information Officer (CIO). OIT manages all significant information and communications technology initiatives for the city, enhancing the effectiveness of the IT infrastructure to meet the needs of Philadelphia's businesses, residents, and visitors. Responsibilities include identifying effective strategies for implementing new technology across city government, maximizing the value of the city's technology assets, ensuring data security, and supporting efficient governance across all city departments.

Role Overview

The Cable TV Unit has two primary responsibilities: overseeing the daily operations of the Government Access Channel and managing the Cable Franchise Authority, which regulates cable franchises within the city.

Government Access Channel
The channel serves as a platform for the City to share vital information with Philadelphia's citizens, featuring live broadcasts and replays of public hearings, press conferences, and City meetings. It is accessible through both Comcast and Verizon cable systems, as well as online streaming via the City’s website.

Audio/Visual Setups
The CATV Unit is responsible for the daily audio and video setups for the Mayor and City Council in City Hall, covering all meetings, public hearings, events, and press conferences.

Additional Responsibilities:
The CATV Unit frequently provides DVD or digital copies of recordings and maintains various camera systems and audio/visual equipment across different city locations.

Government Access Studio
Located on the 7th floor of City Hall, our Television Studio enables clients to create videos or produce live broadcasts for the Government Access Channel.

The Television Station Producer operates cable television broadcast and recording equipment, manages filming and sound production, and provides technical solutions for audio and visual hardware issues. The Associate Cable Television Technician supports broadcast production and application challenges.

Key Responsibilities
  • Assist PHLgovTV Producers with Public Service Announcements, press conferences, and special programming.
  • Collect and edit raw footage for the channel, both in-house and citywide.
  • Cover live events and hearings as assigned.
  • Provide A/V support for the Mayor's guests in designated rooms.
  • Operate cameras and recording equipment at various events.
  • Assist in the broadcast and production of television programs.
  • Follow oral and written instructions accurately.
  • Stay informed about technical trends and equipment in television production.
  • Engage in special projects as needed.
  • Communicate issues and scheduled maintenance to supervisors and colleagues.
  • Notify users of system problems and production delays.
  • Utilize testing equipment to identify defects in audio and broadcast equipment.
  • Foster effective working relationships with all city employees.
  • Perform related duties as required.
Qualifications
  • High School Diploma.
  • 3-5 years of experience with audio/visual equipment, cameras, and television editing.
  • Technical support certifications are a plus.
Additional Information

Salary not to exceed: $50,000.

Work Setting: in-person (onsite).
