Position Overview
In this role, you will be accountable for crafting and implementing strategies for Integrated Systems Planning (ISP) Business Operations. You will provide essential technical, financial, and regulatory insights in the formulation and presentation of significant gas and electric initiatives to executive leadership and regulatory bodies. Your leadership will guide cross-functional teams in the execution of strategies and the financial recovery of those initiatives. You will advocate for jurisdiction-specific positions that align with Xcel Energy's business goals, ensuring that the financial analysis and cost recovery needs of various business units are addressed. Additionally, you will prepare and present expert testimony on complex regulatory matters.
Key Responsibilities
- Lead project teams in the development and preparation of jurisdictional capital budgets exceeding $300 million and operational budgets over $60 million, ensuring accurate and timely cost information for regulatory filings and business planning.
- Formulate, advocate, and implement regulatory strategies that enhance the profitability of Xcel Energy. Serve as an expert witness on intricate regulatory projects, analyze intervener testimony, and assist in cross-examination strategies. Negotiate settlement agreements with regulatory agencies and represent the company on technical issues.
- Prepare recommendations for effective cost recovery mechanisms, providing technical and regulatory expertise to support the objectives of the Sr. Director of ISP Business Operations. Act as a liaison with internal departments to facilitate various cost recovery proposals.
- Exhibit proficiency in financial modeling and cost recovery models to analyze various scenarios and proposals, supporting project economics through financial and market analysis.
- Assist the Sr. Director of ISP Business Operations in the effective functioning of the department and achieving business unit objectives while sharing technical expertise with management.
- Bachelor's degree and five to seven years of relevant experience in planning, operations, or regulatory fields.
- Experience with regulatory filings or project management is essential.
- Willingness to travel occasionally and work extended hours as needed.
- Proficiency in Microsoft Office Suite is required.
- Bachelor's degree in Finance, Economics, Mathematics, Market Research, Engineering, or a related field, or equivalent experience.
- Advanced degree is preferred.
- At least five years of experience in database development, quantitative/statistical analysis, and modeling is required.
- Demonstrated proficiency in various database programs and analytical tools, including but not limited to Excel, Access, SAP, and SQL.
- Strong problem-solving, negotiation, and communication skills are essential.
- Ability to identify opportunities for improvement that contribute to goal achievement.
- Selection criteria may include testing and/or assessment.
- Bachelor's degree in Engineering, Business, Economics, or a related field.
- Advanced degree preferred, with demonstrated knowledge of accounting, budgeting, and financial forecasting procedures.
- Extensive knowledge of cost of service and revenue requirement procedures is required.
- Ten or more years of experience in natural gas, financial analysis, or regulatory fields.
- Ability to serve as an expert witness is necessary.
- Understanding of federal, state, and local regulatory rules and trends is required.
- Proficiency in database and analytics tools is essential.
