Navajo Preference Employment Act:

Overview:

POSITION SUMMARY

The Recruitment Specialist is accountable for managing the comprehensive recruitment process and applicant tracking system operations in alignment with the TCRHCC mission, values, and the Navajo Preference in Employment Act. The incumbent will ensure effective staffing within the organization by strategically evaluating the company's needs and identifying recruitment requirements to fulfill those needs with qualified personnel. The specialist will be tasked with the development and evaluation of recruitment and retention strategies across all organizational departments to achieve Strategic Goals and meet the corporation's Human Resources needs.

Qualifications:
NECESSARY QUALIFICATIONS

Education:

Recruitment Specialist I:

Associate degree in Business Administration or a related field in Human Resources.

Recruitment Specialist II:

Bachelor's Degree in Business Administration or a related field in Human Resources.

Experience:

Recruitment Specialist I:

  • Minimum of one year of experience in hiring, recruitment, or an HR-related role.
  • One year of experience in a healthcare environment.

Recruitment Specialist II:

  • Minimum of three years of experience in hiring, recruitment, or utilizing electronic applicant tracking system software.
  • Two years of experience in a healthcare environment.

Other Skills and Abilities:

A proven record of satisfactory performance in all prior and current employment, as evidenced by positive employment references from previous and current employers. All employment references must indicate success in the following areas:

  • Building positive working relationships with colleagues.
  • Reliability and dependability; consistently reporting to work as scheduled without excessive absences.
  • High ethical standards with no history of complaints.
  • Ability to communicate effectively in both technical and user-friendly language.

MENTAL AND PHYSICAL EFFORT

Physical:

Must be able to sit at a desk for extended periods, frequently bend, and occasionally stand, walk, drive, kneel, climb, crouch, twist, maintain balance, and reach. Must write legibly and use a computer; must be able to hear and communicate effectively over the telephone and in person. Ability to lift, push, and pull items weighing up to 25 lbs. is required. Sensory requirements include prolonged near and color vision, hearing normal speech, and occasional far vision and depth perception.

Mental:

Must prioritize tasks, use good judgment, and coordinate various issues while managing frequent interruptions. Ability to cope with high stress levels, make decisions under pressure, and handle multiple priorities in stressful situations is essential.

Environmental:

May occasionally be exposed to infectious diseases.

Responsibilities:
ESSENTIAL FUNCTIONS

  1. Prepare personnel action forms, offer letters, and contracts for new hires, transfers, and contractors.
  2. Follow up on reports when issues or discrepancies arise, ensuring background checks are complete and compliance items are received.
  3. Post approved job openings in the electronic contractor database and communicate with agency recruiters to ensure compliance.
  4. Collaborate with managers regarding current vacancy needs to meet organizational goals.
  5. Screen applicants and forward qualified candidates to department managers, ensuring compliance with guidelines.
  6. Complete adjudication processes per suitability requirements for employment.
  7. Update job vacancy listings and applicant tracking systems regularly.
  8. Coordinate site visits for hard-to-fill positions.
  9. Monitor application feedback and ensure compliance with the onboarding process.
  10. Generate reports related to hiring, recruitment, and vacancy rates as needed.
  11. Implement and assess applicant tracking system needs to enhance the hiring process.
  12. Work with Employee Health Nurse to obtain clearance regarding immunizations for new hires.
  13. Facilitate training on the applicant tracking system for staff.
  14. Serve as Chair of retention initiatives to enhance employee retention.
  15. Provide information to vendors regarding recruitment needs and participate in recruiting events.
  16. Collaborate with Contract Specialists to review terms and obligations of contracts related to hiring.
  17. Ensure proper personal protective equipment is worn while on duty.
  18. Complete all cleaning and decontamination processes for surfaces contaminated by communicable diseases.
  19. Perform any other duties as assigned by management.
