PFES is seeking a proficient Project Controls Manager to oversee both scheduling and financial aspects of project management. This role involves an initial training period at our client's office, followed by deployment to a project site where we are engaged in the design and construction of combined cycle gas turbine generation facilities. The primary focus will be on the Engineering, Procurement, and Construction (EPC) process related to electric power generation, renewable energy, transmission, distribution, and grid interconnection.

Key Responsibilities:

  • Develop and maintain the Owner's Schedule.
  • Manage all facets of Cost Control, including accruals, budgets, forecasts, actuals, variances, Earned Value Management (EVM), and reporting.
  • Collaborate with the Contract Compliance Administrator to integrate approved schedule extensions and change orders into the Owner's Schedule.
  • Evaluate the EPC Contractor's daily, weekly, and monthly reports, providing feedback to the Project Manager regarding performance deficiencies and productivity issues.
  • Work alongside the project team and EPC contractor to establish a project cost model, cash flow projections, and maintain a risk register.
  • Prepare and present analyses and reports as needed, including:
    • 30-Day Look Ahead and subsequent 90-Day Look Ahead Schedule after the Full Notice to Proceed (FNTP).
    • Critical Path Schedule.
    • Milestone Report as part of the Schedule Narrative Project Controls Observation Report.
    • Schedule Narrative.
    • Key Commodity Velocity Tracking.
  • Coordinate with the EPC Contractor's scheduler.
  • Review and validate updates to the EPC Contractor's schedule.
  • Assist in the development of recovery schedules for the EPC as necessary.
  • Review and provide feedback on the EPC's monthly schedule submissions.
  • Monitor progress on Critical Path Activities and report any discrepancies or issues with the EPC Contractor's schedule.
  • Facilitate discussions on the Risk/Issue Register and maintain the relevant logs.
  • Manage Potential Change Order and Change Order logs, gather necessary supporting data, analyze potential schedule impacts, and verify cost estimates.
  • Conduct daily and weekly assessments of contractor and subcontractor work progress.
  • Ensure alignment of drawings with work schedules.
  • Provide essential information to the Project Manager, Project Engineer, Project Controls Manager, Scheduler, and QA/QC Manager.
  • Support the Project Manager, Project Engineer, Project Controls Specialist, and QA/QC Manager in monitoring installed material quantities.
  • Verify completion percentages for milestone payment authorizations.
  • Review and validate project estimates.
  • Participate in regularly scheduled site team activities and meetings.
  • Develop and maintain monthly and weekly progress reports and observations.
  • Assist with ad hoc requests from the Project Manager.
