PFES is seeking a highly skilled Project Controls Manager to oversee both scheduling and financial aspects of project management. This role involves an initial training period at our client’s office, followed by full-time deployment to a project site, where we are engaged in the design and construction of combined cycle gas turbine generation facilities. The focus will be on the Engineering, Procurement, and Construction (EPC) process across various sectors, including electric power generation, renewable energy, transmission and distribution, and grid interconnection.

Key Responsibilities:

  • Develop and maintain the Owner's Schedule, ensuring timely updates and accuracy.
  • Manage all facets of Cost Control, including accruals, budgeting, forecasting, actuals, variance analysis, Earned Value Management (EVM), and reporting.
  • Collaborate with the Contract Compliance Administrator to integrate approved schedule extensions and change orders into the Owner's Schedule.
  • Evaluate the EPC Contractor's daily, weekly, and monthly reports, providing feedback to the Project Manager regarding performance deficiencies and productivity issues.
  • Work closely with the project team and EPC contractor to refine the project cost model, cash flow analysis, and risk register maintenance.
  • Prepare and deliver regular analysis and reports, including:
    • 30-Day Look Ahead and subsequent 90-Day Look Ahead schedules post-FNTP.
    • Critical Path Schedule updates.
    • Milestone Reports as part of the Schedule Narrative and Project Controls Observation Report.
    • Schedule Narratives.
    • Key Commodity Velocity Tracking.
  • Coordinate with the EPC Contractor's scheduler to ensure alignment and accuracy.
  • Review and validate the EPC Contractor's schedule updates.
  • Assist in the development of recovery schedules as required.
  • Critique and provide feedback on the EPC's monthly schedule submissions.
  • Monitor and report on progress related to Critical Path Activities.
  • Identify and communicate any discrepancies or issues with the EPC Contractor's schedule.
  • Facilitate discussions regarding the Risk/Issue Register and maintain relevant logs.
  • Manage Potential Change Order and Change Order logs, gathering necessary documentation, analyzing potential schedule impacts, and verifying cost estimates.
  • Conduct daily and weekly assessments of contractor and subcontractor work progress.
  • Review and confirm that drawings align with work schedules.
  • Provide essential information to the Project Manager, Project Engineer, Project Controls Manager, Scheduler, and QA/QC Manager.
  • Support the Project Manager, Project Engineer, Project Controls Specialist, and QA/QC Manager in monitoring material quantities installed.
  • Verify completion percentages for milestone payment approvals.
  • Review and validate project estimates.
  • Participate in regularly scheduled site team meetings and activities.
  • Develop and maintain Monthly and Weekly Progress Reports and Observations.
  • Assist with ad hoc requests from the Project Manager.
