Grants Specialist I

Job Summary:
The Grants Specialist I will be responsible for coordinating, developing, and drafting applications for single and multi-year state and federal grants for funding of projects, programs, and activities to achieve the capital and program/service strategies and objectives of San Joaquin Regional Transit District (RTD). The successful candidate will identify sources of additional grant funding, comply with required reports to granting agencies, and develop reports and monitor the status of approved grants to ensure the full, timely utilization of all grant funds and compliance with granting agency terms and conditions.
Key Responsibilities:
- Develop single and multi-year grant applications, independently or in collaboration with other RTD staff, drafts project or program descriptions, budgets, and implementation timelines, ensuring grant requirements and funding source regulations have been met and any required administrative, program delivery, and/or operational matching funds have been addressed.
- Monitor the status of all active grants, creates and submits required periodic reports to grantor agencies, monitors receipt of grant funds on an advance or reimbursement basis, works with RTD and funding agency staff to evaluate and obtain approval for reprogramming of unutilized funds, oversees the final close out of completed grant projects.
- Conduct research, monitors state and federal funding source notices and publications, and maintains contact with local agencies to identify potential sources of funding relevant to RTD's strategic goals, capital development plans, and other program objectives, consults with and advises managers and staff on the potential uses of such grant funding.
- Participates in the development and recommends policies and procedures to senior management governing the application for and administration of grant funding agreements.
- Cordinates audits and compliance reviews by funding agency auditors, responds to questions and works with staff to resolve areas of concern, coordinates review of legal and/or financial issues with RTD staff, as appropriate.
- Analyzes and monitors state and federal legislation as it may affect RTD's grants program.
- Prepares reports, letters, agenda materials, and memoranda regarding grant issues for internal and external distribution.
- Presents information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings.
- Represents RTD at meetings and with local partners.
Qualifications:
- Knowledge of methods, practices, and techniques in developing, writing, and submitting local, state, and federally funded grants.
- Knowledge and understanding of state and federal transit laws, regulations, circulars, and policies in order to comprehend grant requirements, and update required documents.
- Typical sources of state and federal grant funding applicable to public transit projects and programs and associated grant requirements.
- Provisions governing the audit of federal grant awards.
- State and federal law and regulations applicable to the award and management of grants for a variety of programs and functions.
- Basic principles and practices of public administration, including budgeting, purchasing, contracting, and maintenance of records.
- Basic principles and procedures of record keeping.
- Customer service principles and practices.
- Research methods and analysis techniques.
- Excellent organizational and presentation skills.
- Principles and practices of sound business communication.
- Microsoft Office Suite, including Word, Excel, Access, and PowerPoint.
- English usage, spelling, grammar, and punctuation.
- Policies and procedures of the assigned department.
Education, Training, and Experience:
- Grants Specialist I: Graduation from an accredited two-year or four-year college or university with major coursework in public or business administration or a closely related field, and experience in the development, administration, and financial tracking of grants, or an equivalent combination of training and experience.
- Grants Specialist II: Graduation from an accredited four-year college or university with major coursework in public or business administration or a closely related field, and three to five years of progressively responsible experience in the development, administration, and financial tracking of grants, at least two of which were at the level of Grants Specialist I, or an equivalent combination of training and experience.
- Grants Senior Specialist: Graduation from an accredited four-year college or university with major coursework in public or business administration or a closely related field, and five to seven years of progressively responsible experience in the development, administration, and financial tracking of grants, at least two of which were at the level of Grants Specialist II, or an equivalent combination of training and experience.
