We are seeking a highly skilled and compassionate Program Officer to join our team at Lutheran Immigration and Refugee Service (LIRS). As a Program Officer for Unaccompanied Refugee Minor, you will play a critical role in providing oversight and coordination of foster care programs to ensure holistic, culturally competent services for unaccompanied refugee and migrant children and their families.
Key Responsibilities- Provide training and technical assistance to foster care partners on topics related to service delivery, capacity management, foster parent recruitment and retention, cultural sensitivity, and more.
- Lead collaboration efforts with foster care partners engaged in service provision to unaccompanied refugee children, ensuring effective network coordination, communication, and peer learning.
- Support foster care partners in assessing program functioning and compliance with state and federal regulations, identifying trends, and evaluating service models.
- Collaborate with the Associate Director for URD to identify training needs and program challenges, developing materials, resources, and tools to enhance program services.
- Represent LIRS at external meetings, training, and groups, engaging in agency-wide activities and initiatives, and implementing strategic initiatives.
- Masters Degree in Social Work or other behavioral science preferred.
- Minimum of three years of experience in child welfare systems, principles, practices, and emerging trends.
- Minimum of three years of experience with increasing roles and responsibilities in supervision, program management, implementation, and evaluation.
- Demonstrated ability to work within a team and independently, establishing priorities and exercising sound judgment in response to complex, sensitive, and confidential systems.
- Excellent oral and written communication skills, with the ability to interact well with all levels of various systems.
- Experience and knowledge of working with immigrant and refugee individuals and communities, as well as legal and political issues related to immigration and child welfare.
- Bilingual in Spanish and English preferred.
- Able and willing to travel 25% of annual time.
