Job Summary:

The Texas Department of Aging & Disability Services seeks a highly skilled and experienced professional to serve as the Associate Commissioner for Health Care Regulation. This key position plays a critical role in the development and communication of the strategic direction for Health Care Regulation and helps effectively communicate the RSD vision to HHSC leadership, staff, providers, elected officials, and other stakeholders.

Key Responsibilities:
  • Provides overall program vision, leadership, and strategic direction to Health Care Regulation, directing planning, implementation, coordination, and evaluation of Health Care Regulation policies to promote innovation, best practices, effective program administration, and service delivery.
  • Represents HHS in various settings, including before the legislature and other leadership, on various boards, task forces, and committees, and with stakeholder groups, leading the development of partnerships with internal and external stakeholders.
  • Participates in the development and communication of the strategic direction for HCR and helps effectively communicate the RSD vision, which is consistent with the agency's strategic plan, providing leadership to the management team and monitoring progress in achieving desired results.
  • Contributes as a member of the Health and Human Services senior management team, assisting the Deputy Executive Commissioner and other agency executives in meeting the Health and Human Services System goals, implementing the strategic vision for HCR, and ensuring effective change management practices during the planning and implementation of major system or process changes.
  • Directs the development of rules and minimum standards related to the regulated programs and ensures stakeholder involvement throughout that process, assessing field work, including case reviews and staff productivity, reinforcing good decision-making through policy, best practices, supervision, and data-driven analysis.
  • Maintains an engaged, properly trained, and supported team, ensuring the effective deployment of human resources policies, and internal policies and procedures, utilizing strategies that promote employee empowerment and teamwork.
Requirements:
  • Proven leadership and demonstrated management skills of programs and issues involving diverse staff and stakeholders.
  • Demonstrated experience in dealing with large human services agency budget, personnel, and administrative issues.
  • Demonstrated ability to effectively manage competing priorities.
  • Successful experience in applying leadership principles and techniques.
  • Extensive knowledge of state and federal laws, regulations, policies, rules, and requirements affecting operations of the Regulatory Services Division.
  • Extensive knowledge of state and federal legislative and appropriations process, finance administration, and provider administration.
  • Knowledge of the legislative process.
  • Knowledge of budget, financial, and contract management.
  • Broad knowledge of information technology, legal processes, and business services.
  • Skill in strategic planning and developing and implementing goals and objectives, policies, and procedures.
  • Skill in analyzing and evaluating complex program and policy issues.
  • Skill in communications, working with people under pressure, negotiating among multiple parties, resolving conflicts, and establishing and maintaining effective working relationships with internal and external stakeholders and governmental entities.
  • Ability to develop and implement organizational vision.
  • Ability to plan, assign, and/or supervise the work of others.
  • Ability to set and manage priorities.
  • Ability to explain complex ideas and issues in understandable terms.
  • Ability to interpret and communicate policies and procedures.
  • Ability to work under stress of pressing deadlines and competing priorities.
  • Ability to apply effective change management practices when leading implementation of major changes.
