POSITION SUMMARY

This role is integral to the management and oversight of municipal parking operations, facilities, and associated mobility initiatives. The incumbent will play a key role in formulating and refining city regulations while providing strategic recommendations to the administration. Responsibilities encompass supervising contracted parking system vendors in collaboration with city staff and management. The employee will offer administrative and technical support to optimize parking operations and assist in crafting long-term strategies for parking resources and related traffic regulations. Additionally, this position may oversee support personnel involved in public parking services and facilities. The employee will manage vendor service agreements and parking equipment/meters, receiving guidance from the Management Services Director.

KEY RESPONSIBILITIES

  • Utilizing established parking studies and plans, including the Downtown Paid Parking Management System Plan, the employee will aid in refining and developing the strategic framework for the City’s parking system facilities and associated transportation elements, such as parking structures, surface lots, on-street parking, metering/kiosks, and potential additional transport services and vendor contracts.
  • Collaborate with other City departments that may be affected by parking activities.
  • Conduct comprehensive parking and traffic studies, including field research, surveys, and data collection, in partnership with the City’s traffic engineer.
  • Assist in the development and upkeep of the City Parking Services website, ensuring e-commerce functionality for parking permit purchases and customer service, in conjunction with other City departments.
  • Prepare and present updates to internal and external stakeholder groups regarding the status of the parking system as necessary.
  • Attend meetings with various City departments, agencies, civic and business organizations, homeowner associations, and other external boards as a City representative.
  • Make recommendations to the Management Services Director or designee concerning necessary adjustments to parking rates, time limits, installation or removal of parking facilities/equipment, signage, etc.
  • Coordinate the utilization of parking system hardware and software across all City departments.
  • Assist in overseeing the Parking & Mobility Operations budget, which includes managing contractors/vendors, auditing payment kiosks, reconciling deposits, permit control, and other asset inventories.
  • Help prepare and manage the annual budget for the municipal parking system, collaborating closely with the Finance Department to monitor expenditures against budget allocations.
  • Oversee the bidding and award process as well as the administration of vendor contracts.
  • Develop ordinances and internal procedures for public use of parking structures during severe weather conditions.
  • Stay informed about current trends and developments in the Parking & Mobility Operations sectors.
  • Participate in professional meetings, conferences, and exchanges with other governmental entities and private businesses.
  • Provide recommendations regarding staffing needs or contracted vendors, monitor performance, and conduct evaluations as necessary.
  • Engage in safety and risk management activities, taking proactive measures to mitigate liability for the city.
  • Regular attendance and punctuality are essential, and the incumbent is expected to work collaboratively with team members and frequently engage with co-workers and supervisors, as well as communicate in person with the public during office hours and utilize on-site equipment.
  • Perform all other related duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's degree in business administration, public administration, planning, or a closely related field.
  • A minimum of five years of progressively responsible management experience, including at least two years in parking system administration.
  • Certification as a Certified Administrator of Public Parking (CAPP) and/or Transportation Demand Management (TDM) is preferred.
  • An equivalent combination of the aforementioned work experience and education is acceptable.

SPECIAL REQUIREMENTS

  • Possession of, or ability to obtain, a valid Utah driver's license.
  • Employees will be required to complete various NIMS and ICS courses based on assignment within two years of employment.
