Job Summary

We are seeking a highly experienced Strategic Operations Plans Subject Matter Expert to join our team at SAIC. As a key member of our team, you will provide subject matter expertise regarding joint operations, particularly Combatant Command (CCMD)-level strategic and operational level operations and planning response support for Maritime Operations Center (MOC) exercise events.

Key Responsibilities
  • Coordinate with MOC Training and Exercise Team (MOC TET) on-site government and contractor staff to provide tasks, briefs, planning products, and point papers to enable MOC training objectives.
  • Coordinate with appropriate MOC TET members to prepare required reports, staff actions, point-papers, talking points, and all other staff products in support of but not limited to the following activities:
  • Coordinate event planning with Navy and Joint planners, to include Joint HICON coordination cells, Combatant Commands, and Joint Staff J7.
  • Assist Navy Exercise planners and Exercise Control with any issues relating to HICON order and CONOP development.
  • Research and maintain up to date knowledge relating to joint capabilities.
  • Role play higher headquarters staff, such as J3, J5, and senior staff.
  • Provide recommendations for and development of synthetic augmentation (entities, scenario elements, simulator operators, etc.) to live training exercises.
  • Develop exercise documents to include manning documents, messages and orders to include but not limited to Operation Orders (OPORD), exercise directives, and exercise game books.
  • Provide for the execution of synthetic war-gaming for OLW synthetic events/exercises as required.
  • Provide the MOC TET government lead with appropriate lessons learned from synthetic training exercises and ensure relevant changes are incorporated in future exercises.
  • Provide expertise and support on applicable strategic- and operational-level joint, coalition, and service doctrine.
Requirements
  • Bachelors or Arts or Bachelor of Science degree. 4 additional years of experience in lieu of degree.
  • At least 14 years of naval and joint operations experience, or a combination thereof.
  • At least 5 years of staff experience in a joint command.
  • At least 5 years of Modeling and Simulation (M&S) experience in strategic- and/or operational-level exercise development and delivery, which may include Joint Staff synthetic events, Fleet Synthetic Training (FST) experience, and service level exercises, or a combination thereof.
  • Active TS/SCI; U.S. citizenship required.
Desired Experience
  • Experience developing plans, orders, and/or directives at the CCMD level.
  • Experience with the Joint Training Information Management System (JTIMS) or Joint Training Tool (JTT).
