About the Role:
Under the guidance of the Chief of Engineering, this position is responsible for planning, organizing, supervising, and coordinating various programs and activities within the Engineering Department, which encompasses Water Resources, Planning, Design, and Environmental initiatives. The role also involves providing advanced technical and administrative support to the Chief of Engineering.

The Engineering Department manages the planning, budgeting, design, construction, and inspection of all facilities related to water, recycled water, and sewer systems. This includes overseeing the administration of all developer and new customer construction and service applications. The department handles an annual Capital Improvement Program (CIP) of approximately $15.3 million and consists of a team of around 29 employees, supplemented by consultants.

Responsibilities Include:

  • Managing services and activities across several sections of the Engineering Department.
  • Addressing inquiries and resolving issues from customers and consultants.
  • Overseeing the design and execution of major capital projects, including cost estimation and compliance with standards.
  • Negotiating with consultants regarding fees and charges for new facility designs.
  • Conducting organizational studies and operational assessments.
  • Participating in various boards and commissions, and attending professional meetings.
  • Engaging in continuous improvement initiatives and developing productivity standards.
  • Supervising and evaluating the work of staff, assigning projects, and monitoring workflow.
  • Contributing to the development and implementation of departmental goals and objectives.
  • Providing advice to senior management on relevant issues.
  • Preparing budget recommendations and monitoring financial performance.
  • Creating executive-level reports and participating in committee meetings.
  • Ensuring safe work practices are modeled and enforced.

Required Qualifications:

  • A valid driver's license and a clean driving record.
  • Professional Civil Engineering registration in any state, with the expectation of obtaining California registration within one year of appointment.

Experience and Education:
- A minimum of seven years in planning, design, construction, and management of water or wastewater facilities, including four years managing consultants or two years in a supervisory role.
- A Bachelor's degree in Civil Engineering or a closely related field is required; a Master's degree is preferred.
