Employee Assistance Program Counselor

Job Summary:

Under general supervision, performs professional work in the Psychological Evaluation Unit, Substance Abuse Rehabilitation Program, or EAP Service Division. Conducts assessments and referrals for employees who are mandated to Work Life Services as a result of being found to be in violation of the FTA regulations or the MTA/NYCT drugs and alcohol policies.

Responsibilities:
  • Complies with all requirements of a Substance Abuse Professional (SAP) as defined by the US Department of Transportation, and all drug and alcohol policies of NYCT Transit.
  • Performs weekly clinical supervisions, consultation, and case conferencing, participates in tripartite, probationary, conjoint, and other case conferences associated with compliance and reinstatement issues for mandated cases.
  • Evaluates the facility's Intake Assessment and treatment plan to gauge planned interventions.
  • Intake evaluation, referral, and case management support for voluntary clients presenting with general mental health issues, including domestic violence.
  • Monitors treatment involving client contact to ensure that treatment plan objectives and goals are met.
  • Evaluates employee's work readiness, including mental status examination, drug use assessment, and treatment provider's recommendations.
  • Testifies at Arbitration Hearings about Employee Assistance Program (EAP) procedures, non-compliance, and clinical protocol.
  • Completes special projects delegated by Work Life Services Clinical Director, Clinical Manager (EAP Supervisor), or management.
  • Interfaces with operating departments, Labor Relations, and other NYC Transit Departments.
  • EAP Counselor provides recommendations for returning employees to work, with final review and approval furnished by EAP Director or designee.
  • Facilitates other therapeutic groups and manages emergencies and/or crisis.
  • The candidate will need to be highly organized and able to communicate at various levels due to the unionized and non-unionized employee environment.
  • Utilizes CORITY database to produce metric data reports for EAP Clinical Director, relevant to case management, client intakes, and active clients' care and progress.
  • Participates in Arbitration Hearings when clients are deemed non-compliant.
  • Other duties as assigned.
Requirements:
  • A Master's degree from an accredited college with a major in Psychology, Social Work, Marriage and Family Therapy, or Psychiatric Nursing, Substance Abuse Professional (SAP), or CEAP eligible.
  • Minimum of three years full-time paid experience providing counseling and/or psychotherapy.
  • A New York State Education licensure and/or certification in mental health and/or substance abuse is required at time of appointment.
Preferred Qualifications:
  • Licensed Clinical Social Worker (LCSW) or Licensed Medical Family Therapist.
  • Including knowledge of the diagnosis and treatment of chemical dependency and mental health disorders.
  • Working knowledge of Domestic Violence issues and services.
  • Certification as a Substance Abuse Professional, as defined by the US Department of Transportation (DOT), is desired at hire, or must be obtained if hired.
