Key Responsibilities
As the Lead COOP Subject Matter Expert, you will play a pivotal role in supporting the Defense Information Systems Agency (DISA) Joint Service Provider (JSP) under the Platform Services contract. JSP is responsible for managing and safeguarding the Department of Defense's (DOD) critical cyber infrastructure while delivering IT services to various clients. Empower AI will implement a cohesive and structured methodology for operating, managing, and maintaining the JSP-supported infrastructure across all platforms, while also aiding in the identification of requirements for future enhancements based on operational trends.
Primary Duties Include:
- Deliver Tier 3 IT contingency operations support at designated continuity facilities, participating in multiple exercises annually.
- Ensure operational readiness of fully redundant systems at continuity facilities, maintaining active processing capabilities during testing and national emergencies.
- Develop and oversee JSP COOP plans and training programs.
- Organize and coordinate JSP enterprise disaster recovery exercises.
- Provide system administration support during contingency operations and hazardous conditions.
- Manage the transportation and protection of Controlled Cryptographic items and COMSEC materials.
- Conduct and document failover tests of JSP-supported systems on a quarterly basis.
- Offer Tier 3 server and system support for all mission-critical enterprise servers and network systems.
- Establish and maintain Public Key Infrastructure (PKI) systems for DoD PKI management.
- Monitor and report on the readiness of resources at continuity facilities.
- Provide weekly readiness reports to relevant stakeholders.
- Identify and address IT/communications needs for JSP customers.
- Assess site deficiencies and recommend improvements for continuity facilities.
- Collaborate with facility management and IT personnel to support emergency response deployments.
- Facilitate training and orientations for continuity personnel.
- Evaluate and assess continuity plans and interoperability requirements.
- Develop and maintain content for the JSP DoD COOP Portal.
- Oversee the readiness of prepositioned hardware and systems.
- Support mobile IT operations for leadership during travel and at remote locations.
- Conduct tabletop exercises for mid/senior level COOP and COG scenarios.
- Assist in the planning and coordination of participation in national exercises.
- Document and report on exercise outcomes and necessary corrective actions.
Qualifications
Minimum Requirements:
- Bachelor’s degree in computer engineering, information systems, telecommunications, or a related field, along with 2 to 7 years of relevant experience.
- DoDI 8570 IAT II certification in Information Assurance.
- Recent technical certification in Computing Environment.
- Top Secret security clearance.
- Proven experience in continuity operations within complex IT environments.
- In-depth knowledge of DoD and Government COOP policies.
- Strong understanding of IT environments and user community interactions.
- Experience in implementing IT solutions and maintaining system designs.
- Familiarity with current server technologies, including cloud computing and virtualization.
- Proficiency in Windows Server environments.
Preferred Qualifications:
- ITILv4 certification.
Physical Requirements:
- Ability to sit or stand for extended periods.
- Capability to navigate between multiple buildings.
- Willingness to travel as needed.
