Key Responsibilities
  • Oversee the assignment, supervision, and evaluation of personnel involved in the operation of refuse collection vehicles and various activities within a municipal solid waste management framework. A thorough understanding of landfill operations, equipment upkeep, and waste collection programs is essential.
  • Coordinate diverse refuse collection operations, including residential, commercial, and specialized waste services, ensuring effective daily task management.
  • Manage the functionality of material and equipment storage facilities, including dispatching and vehicle maintenance operations, ensuring the availability of refuse collection vehicles for daily assignments.
  • Conduct inspections of ongoing collection tasks to verify equipment performance and adherence to established safety and operational standards.
  • Engage with the public, exercising diplomacy and courtesy while addressing and resolving citizen inquiries and complaints.
  • Evaluate equipment conditions, assist in identifying instances of operator negligence, and oversee the work of staff responsible for yard operations.
  • Maintain comprehensive records of operational activities to support effective planning and management.
  • Log and address complaints related to assigned areas, conducting field reviews to ensure compliance with operational policies.
  • Monitor area expansions and illegal dumping activities, advising management on necessary service adjustments.
  • Recommend personnel actions, including hiring, promotions, and disciplinary measures, while addressing employee grievances and conducting performance evaluations.
  • Assist in prioritizing vehicle assignments based on operational needs and equipment availability, overseeing vehicle repairs and maintenance schedules.
  • Supervise staff engaged in various waste management tasks, establishing operational procedures and maintaining inventory control records.
  • Provide training and support in the operation of specialized equipment.
  • Perform additional related duties as necessary.
Qualifications
  • Essential Qualifications
    • At least five (5) years of documented experience managing a solid waste facility of comparable size and scope, with a minimum of four (4) years in a State/EPA permitted Subtitle-D solid waste facility.
    • Proficient in landfill operations, equipment maintenance, and solid waste collection program management.
    • Experience in supervising staff is required.
    • Certification to operate and maintain specialized waste processing equipment is mandatory.
    • Ability to obtain necessary certifications within six (6) months of employment.
  • Skills and Competencies
    • Extensive knowledge of methods, materials, and equipment utilized in refuse collection and waste management.
    • Familiarity with effective supervisory practices and safety protocols.
    • Strong ability to plan, assign, and oversee the work of subordinate staff while fostering effective working relationships.
    • Capability to interpret and execute written and verbal instructions, maintain records, and prepare clear reports.
