Job Title: Human Resources Manager-Labor Relations

Join the City of Covington team as a Human Resources Manager-Labor Relations, responsible for managing labor relations and employee engagement. This role will involve administering labor contracts, negotiating union contracts, and advising managers and employees on labor and employee relations matters.

Key Responsibilities:
  • Administer and manage labor contracts, providing interpretation of collective bargaining agreements to managers, employees, and HR staff.
  • Participate in union contract negotiations and develop bargaining goals and negotiate contracts consistent with the City's mission, values, and goals.
  • Advise managers and employees on sensitive labor and employee relations matters, including grievance and arbitration procedures, performance issues, and disciplinary actions.
  • Maintain current knowledge of employee and labor relations trends, legal decisions, and statutory changes, conducting research necessary to support contract negotiations and employee relations.
  • Develop and recommend policies and procedures concerning employee relations and personnel practices.
  • Conduct investigations and respond to complaints, and participate in the development and delivery of management training programs designed to advance human resources skills staff.
  • Manage the administration of workers' compensation and attend staff, committee, and other professional meetings to exchange information.
Requirements:
  • Bachelor's degree in Human Resources, Business Administration, Psychology, Business, or Public Administration, with a minimum of five years of experience in a manager-level position in Human Resources.
  • Professional experience in collective bargaining and labor relations activities, or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position.
  • High level of interpersonal skills to handle sensitive and confidential situations, with demonstrated poise, tact, and diplomacy.
  • Ability to reconcile labor relations issues in the context of both existing labor agreements and desired future states of labor and employee relations within the City.
