Minimum Requirements

Nature of Work

Under administrative direction, the purpose of the position is to perform specialized work in a central purchasing operation with responsibility for bidding for commodities or services within an authorized threshold. Employees in this classification are responsible for review of requisitions, preparation of written and telephone quotations, analysis of quotation responses and research, preparation of specifications and various other administrative duties relevant to the purchasing function. Performs related work as directed.
Essential Functions/Physical Requirements

Obtains competitive quotations from vendors; analyzes responses to ensure most cost-effective means for procuring needed commodities and/or services.

Processes basic requisitions into purchase orders in the ERP system within authorized established threshold.

Receives, reviews, and determines compliance of requisitions to the threshold requirements to ensure compliance with appropriate purchasing process.

Assists purchasing personnel in preparation of specifications for bidding purposes; assists in preparation of complex bid tabulations.

Generates and files departmental related reports or documents relating to the agency's purchasing function, as applicable.

Successfully communicates both orally and in writing with vendors, user agencies and other governmental agencies on procurement issues.

Scans, converts, and saves applicable documents to centralized server.

Assists in responding to public records requests.

Participates in agency sponsored community relations activities as directed.

Assists in emergency management responsibilities as directed.

Coordinates obtaining vendor information to provide to Finance to have vendor profile entered and/or updated.

Performs various administrative duties in supporting efficient functioning of the unit, i.e., responding to telephone inquiries, relaying messages to proper entities, maintaining vendor files and unit records, and obtaining certificates of insurance.

Performs related duties as directed.

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks involve extended periods of time at a keyboard or workstation. Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
