Position Overview:

This role is integral to the Field Reports division and operates under the supervision of the Labor Compliance manager. The primary focus is to ensure adherence to both state and federal labor regulations, including the Davis-Bacon and Related Acts (DBRA), specifically for federally funded highway construction initiatives. This position plays a crucial role in the accurate reporting of prevailing wages, fringe benefits, apprentice utilization, and the resolution of wage-related disputes among employees. The findings are communicated to relevant parties including contractors, subcontractors, and management to ensure uniform enforcement of federal labor laws.

The State of Arizona promotes a work environment that values flexibility, independence, and trust. Many employees across various agencies benefit from the State's Remote Work Program, allowing them to work from home, office spaces, or designated hoteling areas. All work, including remote tasks, should be conducted within Arizona unless prior authorization for exceptions is obtained.

Key Responsibilities:

The essential duties and responsibilities encompass, but are not limited to:

  • Oversee and verify contractor compliance with DBRA regulations, which includes reviewing wage determinations, payroll documentation, conducting employee interviews, and assessing fringe benefits and apprenticeship records. Document findings and execute necessary follow-up actions.
  • Evaluate and approve contractor apprentice and trainee documentation to ensure compliance with legitimate unions, state agencies, and contractor programs. Organize these documents, input them into relevant databases, and communicate results with the United States Department of Labor (USDOL), ADOT Field Offices, and contractors.
  • Manage requests for additional classifications, wage rates, and fringe benefits to be submitted to the USDOL for their endorsement.
  • Collaborate with the supervisor to investigate and resolve wage violation complaints from contractor employees, which may involve in-state travel and overnight stays, utilizing a State vehicle as necessary.
  • Assist the supervisor in generating reports and developing tracking methodologies.
Required Knowledge, Skills & Abilities:

Knowledge of:

  • Davis-Bacon labor regulations as outlined in section 29 of the Code of Federal Regulations and Federal Highway Administration (FHWA) section 1273.
  • FHWA guidelines and policies related to construction practices.
  • Regulations and policies set forth by the United States Department of Labor.
Skills in:
  • Data analysis and preparation.
  • Effective written and verbal communication.
  • Proficiency in FAST software and various computer applications, including Microsoft Office and Google Workspace.
Ability to:
  • Convey technical information to non-technical audiences.
  • Perform basic mathematical calculations.
Preferred Qualifications:

The ideal candidate will possess at least two years of experience in reviewing and assessing payroll documentation.

Pre-Employment Requirements:

A valid Arizona Class D Driver License is mandatory for this position.
