Project Controls Estimator I Hybrid Lead

We are seeking a highly skilled Project Controls Estimator I Hybrid Lead to join our team at PM2CM, Inc. in Pomona, CA.
About the RoleThis is a hybrid role that requires working in the office/field on Tuesdays and Wednesdays. The successful candidate will lead the effort to consolidate scope and cost for projects ranging from $25M to $1B+. This involves ensuring projects follow the governance process and assisting the Project Manager with receiving executive approval throughout their lifecycle.
The Project Controls Advisor will be responsible for aggregating and reporting on estimated project costs, developing responses to regulatory and legal data requests, and serving as a subject matter expert on project estimation and aggregation methodology.
Key Responsibilities- Work collaboratively with Project Management, Project Controls, Engineering, Finance, Law, Regulatory, and other stakeholders to plan, schedule, and manage the process for gathering scope and cost for project aggregations at each stage gate.
- Analyze cost estimates to verify they align with historical benchmarks for comparable projects, investigating rationale and drivers for estimates that deviate from expectations.
- Manage supporting documentation for stage gate updates and regulatory filings.
- Ppeer review project aggregations, operating with minimal supervision.
- Develop Cost Estimates for new Transmission & Distribution Substations, Rebuild/Expansion of Substations, Major Equipment Replacements, Protection Upgrades/SA3, and new Customer Substations.
- Prepare scope take-off based on Design Specification, Meeting Minutes/Scope of Work, and Electrical & Civil drawings.
- Estimate material & labor costs using established estimating standards for direct & indirect costs and prepare estimates into Cost Estimating Tools like SCMT and InEight.
- Collaborate among cross-functional impacted stakeholders and utilize Engineering, Cost Estimating, Scheduling, and Project Management knowledge to review cost estimates and obtain approvals.
- Perform detailed variance analysis for cost estimates at various stages of the project lifecycle, preparing and updating estimates based on change requests for scope, cost, and Schedule.
- Complete multiple Peer reviews of Cost Estimates prepared by different Estimating team members to validate accuracy, scope, jurisdictional splits, and cost elements.
The ideal candidate will possess a Bachelor's degree in civil engineering or an equivalent field and a minimum of one year of experience in the construction industry. Strong understanding of civil engineering principles, practices, and tools, as well as proficiency in computer-assisted design (AutoCAD) and other design software, are essential.
