Position Overview

The Community Enrollment Specialist will play a vital role in attracting enrollees for State and Individual Marketplace products. This position involves conducting enrollment interviews and assisting applicants in completing recertification or approved applications for State/Marketplace programs. Adherence to marketing guidelines and enrollment regulations is essential, ensuring that all applications are accurate and compliant.

This role requires the development and management of a designated territory through effective sales strategies and the achievement of established sales targets across all product lines.

The specialist will collaborate with the IH Foundation to support community initiatives aimed at uninsured individuals. A flexible schedule, including evenings and weekends, is a requirement of this position.

Qualifications

A High School diploma or GED is mandatory.


A minimum of three (3) years of demonstrated sales experience or community engagement related to benefits, including managed care and state products, is required.

Certification by NYSOH to enroll members on the NYS Healthcare Exchange must be obtained within one month of hire.

Strong verbal and written communication skills are essential for effective interaction with members, management, and community partners. Bilingual candidates are preferred.

Local travel is necessary, and candidates must possess reliable transportation.

Compliance with State Motor Vehicle laws is required for any Independent Health associate utilizing a vehicle in their role.


Understanding and adherence to compliance policies and procedures is crucial, along with the ability to implement all necessary sales and marketing compliance requirements.


Experience in managing community relationships and a book of business is essential, with a focus on representing the Independent Health brand and core values.

A proactive, creative, and self-motivated approach is expected.


Independently organized work habits and the ability to manage and track sales leads to meet or exceed goals are necessary, along with excellent time management skills to balance various responsibilities.


Public Speaking and Customer Engagement

Experience in public speaking and conducting presentations to both groups and individuals is required. The ability to engage one-on-one with prospective customers to assess their needs and close sales is vital.

Building strong relationships with prospective and existing customers is essential to providing an outstanding customer experience. Candidates should demonstrate compassion and sound judgment in member interactions.

Collaboration within a team sales environment to achieve established sales goals is expected.

Proficiency in internet, PC, and Windows applications is necessary, along with the ability to quickly learn and utilize web-based sales lead generation tools.

Commitment to working required holidays, weekends, and extended hours is essential.

Key Responsibilities

External Recruitment

Successfully complete NYS facilitated enroller training in accordance with NYSDOH standards.

Conduct interviews with prospective applicants, gather necessary documentation, and complete state applications in compliance with NYSDOH facilitated enrollment guidelines, ensuring 100% adherence.


Generate new sales by preparing and presenting NYS product information to prospects at community agencies, provider sites, businesses, and other approved locations.

Establish and maintain relationships with community sites to ensure a consistent onsite presence.

Participate in community events to generate leads.

Achieve sales goals through territory development and meet established performance metrics.

Develop and execute marketing strategies for the assigned territory, reviewing monthly progress with the sales supervisor and director.

Complete weekly marketing reports and provide enrollment statistics to the supervisor.

Technical Proficiency

Maintain technical proficiency regarding Independent Health's contracts, benefits, policies, and procedures. Attend training sessions focused on sales, regulatory compliance, and skill development. Demonstrate expertise in all systems necessary for the role.

Standard:

The Community Enrollment Specialist is expected to meet accuracy and quality metrics and demonstrate proficiency with all required systems, achieving an 85% passing score on all training assessments.

Immigration or work visa sponsorship is not available for this position.

Compensation Range:
$26.50 hourly + Sales Incentive

Compensation may vary based on skills, education, location, and experience.


In addition to base compensation, associates may be eligible for a scorecard incentive, a comprehensive benefits package, and generous paid time off.

The base salary range is subject to change and may be adjusted in the future.
