Position Overview:
We are seeking a Financial Management Analyst to support the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) at the Mark Center in Alexandria, VA. The successful candidate will provide financial management support in the planning, programming, budgeting, and execution (PPBE) of DoD biosurveillance funds.

Key Responsibilities:

  • Analyze financial and programmatic data related to DoD biosurveillance efforts.
  • Provide programmatic, business, financial, and policy assessments to the ODASD(CBD) for all biosurveillance resourcing requests.
  • Support the integration of the PPBE processes for biosurveillance resources.
  • Coordinate with Departmental partners to ensure alignment to strategy and funding requirements.
  • Utilize various tools, such as ADVANA, NGRMS, GFEBS, DAI, and CCaRS, to perform financial management duties.
  • Develop analytical products leveraging these tools.
  • Manage Military Interdepartmental Purchase Requests (MIPRs) and maintain detailed knowledge of DoD and OMB financial, budgetary, and acquisition regulations.

Required Qualifications:

  • Possess an active Secret security clearance or higher.
  • Bachelor's degree in a related field.
  • 10+ years of relevant financial analysis experience.
  • Familiarity with current DoD budgetary principles and their operational impact.
  • Experience working with military components or other DoD agencies' budget.
  • Experience with DoD appropriations and budget documents.
  • Experience working as an action officer within the DoD.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Knowledge of DoD PPBE processes and the DoD Financial Management Regulation (FMR).
  • Experience developing budgetary and financial management policy and guidance.
  • Experience using U.S. Government and DoD financial management systems.
  • Experience using the Microsoft Office suite, particularly data analytics within Excel and developing briefing material with PowerPoint.
