Job Summary:
Waypoint Human Capital is seeking a highly skilled Financial Analyst to support the customer in the DoD financial systems infrastructure and procedures throughout all phases of the PPBE system. The ideal candidate will have thorough knowledge of the DoD financial systems and procedures, as well as excellent analytical and communication skills.

Key Responsibilities:
  • Assist in developing the Program Objectives Memorandum and Budget Estimate Submission for R&E, including managing internal R&E budget reviews, managing R&E change/budget proposals, and developing and reviewing budget submission entries in Excel and applicable databases.
  • Prepare analysis and evaluation of the effectiveness of programs and operations, and analyze financial and budgetary trends.
  • Prepare documents and briefings for review and use by DoD senior leadership.
  • Review statement of work and required funding documentation for approved R&E projects.
  • Monitor and support DoD program execution, including submission of required documentation for release of funding, follow-up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
  • Assist in preparation of required documentation to support the DoD PPBE process, including but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.
  • Prepare and participate in Mid-Year reviews and other PPBE meetings as required.
  • Assist R&E in identifying baseline financial processes and designing target financial and business processes and procedures that, when implemented, can result in significant improvements in mission and cost effectiveness.
  • Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases as required for the OUSD(R&E).
  • Assist in preparing audit readiness and associated documentation.
  • Execute and follow-up on all budgetary data calls.
Requirements:
  • 6 Years of Experience
  • A bachelor's degree from an accredited college or university in accounting, business management, or finance is required. At the discretion of the Government, a minimum of four (4) years of specialized experience including military budget experience may be substituted in lieu of specific educational requirements, in addition to the minimum experience listed above.
