Job Overview

The Children's Home Network is seeking a dedicated child welfare professional with strong communication abilities, both written and verbal. The primary responsibility of the Placement Specialist is to evaluate the needs of children and connect them with suitable foster families or group homes that can best address those needs.

Key Responsibilities:

  • Collaborate with Child Protective Investigators and case management organizations to conduct intake assessments for new or relocating children. Collect comprehensive histories including medical, dental, behavioral, educational, mental health, emotional well-being, trauma background, preferences, strengths, and needs.
  • Utilize the designated data management system to identify potential placements and assess available options, ensuring the least restrictive care environment. Document all matching efforts thoroughly, considering factors such as sibling placements, school proximity, and individual child requirements.
  • Prepare and submit Match reports within 24 hours following placement.
  • Engage with licensing teams and residential providers to secure appropriate placements, effectively communicating the needs and strengths of each child via phone and email.
  • Participate in on-call rotations to address urgent placement needs, including new intakes and emergency situations.
  • Coordinate daily with the Transportation unit to ensure timely transport arrangements.
  • Attend relevant events, such as foster parent appreciation gatherings and meetings related to Quality Parenting Initiative (QPI).
  • Participate in daily meetings and staffing sessions to evaluate children in need of placement and begin pre-planning for those requiring transitions.
  • Engage in monthly face-to-face supervision with a supervisor and attend team meetings.
  • Provide post-placement support and assist in coordinating services to stabilize placements.
  • Perform additional duties as assigned.

Qualifications:

Education & Experience:

  • Bachelor's Degree in social work or a related field from an accredited institution.
  • At least one year of experience working with children with special needs in a child welfare context.
  • Experience in case management and foster care is advantageous.
  • CWCM or CWCL certification is required.

Licenses & Certifications:

  • Must maintain a valid driver's license with a clean driving record.
  • Must have reliable transportation and provide proof of insurance.
  • Availability to work flexible hours, including evenings and weekends.
  • Must pass background checks and screenings as required.
  • Child welfare professional certification (CWCM/CWCL) is preferred but not mandatory.

Competencies & Professional Development:

Annual Training Requirements: The following training topics are mandatory each year: Sexual Harassment, Blood-borne Pathogens, Workplace Safety, Confidentiality, Diversity and Cultural Competency, Child Abuse Reporting, Violence Prevention, OSHA training, Crisis Management, and Program Goals.

Knowledge, Skills, and Abilities:

  • Understanding of Department of Children and Families regulations regarding child care and foster placements.
  • Knowledge of child development and mental health processes.
  • Familiarity with child abuse reporting procedures.
  • Ability to establish effective relationships with clients, colleagues, and supervisors.
  • Strong verbal and written communication skills.
  • Proficient in basic computer applications, including FSFN, Outlook, Excel, and Word.
  • Ability to work independently and apply critical thinking skills.

Physical Requirements:

  • Visual acuity to operate a vehicle and read materials.
  • Ability to comprehend spoken dialogue in various settings.
  • Frequent use of hands and clear verbal communication.
