KEY RESPONSIBILITIES

The Development Project Manager is responsible for overseeing all phases of land development or existing site/building projects from the execution of contracts to the approval of building permits. This role involves managing and coordinating all external consultants engaged in due diligence, design, engineering, and permitting processes for new school construction. The successful candidate will act as the primary contact throughout the development process, ensuring that all necessary permit approvals are secured to facilitate the commencement of construction.


• Collaborate with the Real Estate Director during the initial leasing or purchase agreement phase by reviewing proposed sites, providing cost and development timelines, and conducting municipal requirement research.


• Develop customized project schedules for land purchases or leases based on zoning status and necessary third-party approvals to expedite construction timelines.


• Lead and manage both internal and external teams, including architects and civil engineers, to secure all municipal approvals required for site development.


• Represent the Franchise Owner and Primrose at local staff meetings, design review boards, and city council sessions to advocate for zoning and site plan approvals.


• Oversee the collection and analysis of due diligence documentation during the inspection period to assess land sites or existing buildings.


• Facilitate effective communication and coordination among all stakeholders, including Franchise Owners, team members, and vendors.


• Implement proactive strategies to reduce development task durations through engaged interactions with stakeholders and municipal departments.


• Travel to various markets to engage with jurisdictional members on projects requiring enhanced outcomes.


• Ensure compliance with all County, City, and State approvals to prepare sites for construction.


• Maintain regular communication with Franchise Owners and stakeholders throughout the development process.


• Monitor and update project schedules consistently, ensuring all parties are informed and aligned with project timelines.


• Identify opportunities for value engineering and cost savings through ongoing project assessments.


• Complete all necessary documentation and provide timely project status updates while traveling.

QUALIFICATIONS

We are looking for candidates who build trusted relationships, demonstrate accountability, and possess a service-oriented mindset. The ideal candidate will have:


• A Bachelor's degree in Construction Management, Architecture, Engineering, or a related field.


• A minimum of 5 years of experience in development management within the commercial construction sector or equivalent experience.


• Proficiency in pre-construction and land development processes, including site planning and utility design.


• Expertise in feasibility studies, site analysis, permitting, and civil design.


• Proven experience in navigating local municipalities to secure site plan and zoning approvals.


• Strong skills in budget preparation and project scheduling.


• The ability to manage multiple projects simultaneously.


• A solid understanding of construction industry standards and documentation.


• Proficiency in project management software.


• Excellent organizational, presentation, and communication skills.


• Willingness to travel up to 50% of the time.
