Position Specific Duties: The Transport Oversight Manager plays a crucial role in aiding the State Safety Oversight Program Manager and Administrator in the effective management and supervision of the State Safety Oversight Program. This position collaborates with the SSO Program Manager to establish objectives and priorities that align with the Federal Transit Administration's (FTA) State Safety Oversight regulations, ensuring adherence to the requirements set forth in the relevant federal codes and safety programs. Responsibilities include:

  • Providing expert guidance and support in reviewing and evaluating Rail Transit Agency documentation, plans, and reports submitted for oversight.
  • Conducting and facilitating compliance audits and reviews, ensuring adherence to regulatory standards.
  • Offering technical assistance during on-site evaluations and audits, ensuring thorough cooperation and compliance.
  • Monitoring the performance of consulting staff to guarantee technical accuracy and effectiveness in supporting the SSO Program.
  • Overseeing deliverables and ensuring alignment with completed activities, reviewing technical documentation as necessary.
  • Implementing comprehensive risk-based inspection strategies and data analysis concerning operations and maintenance activities, as well as safety management systems within the Rail Transit Agency.
  • Managing technical staff and consultants to uphold compliance and provide professional oversight.
  • Facilitating successful project management to ensure that projects are completed within designated timelines and budgets.

The Transport Oversight Manager reports directly to the State Safety Oversight Program Manager and Administrator.

STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree in a relevant field accompanied by related leadership experience.
  • Alternatively, an Associate's degree in a related field with leadership experience or one year in a comparable position.

AGENCY SPECIFIC QUALIFICATIONS:

  • A minimum of 5 years of experience in leading and managing professional teams and consultants in the execution of capital rail or transit projects or related transportation systems.
  • 5 years of project management experience, including budget tracking and scheduling in compliance with federal and state transportation regulations.
  • 5 years of experience in developing project scopes, budgets, schedules, and contracts for various transportation or intermodal initiatives.
  • 5 years of experience overseeing rail or transit contractors and consultants, including work inspections.
  • 5 years of experience managing projects and safety programs in accordance with federal and state transportation regulations.
  • 5 years of experience monitoring and reporting on legislative impacts on fixed rail operations, regulations, or funding.
  • 5 years of experience coordinating with local, federal, and state agencies in delivering rail or transit programs.
  • 5 years of experience administering federal grant projects for transportation programs, including maintaining electronic records of activities and grant reports.
  • 5 years of experience in effective communication with internal and external program stakeholders.
  • Current certification in Public Transportation Safety Training or equivalent certification with the ability to achieve certification within one year.

AGENCY PREFERRED QUALIFICATIONS:

  • Master's degree from an accredited institution in a relevant field.
  • 10 years of experience managing a state Rail Safety Oversight Program or a Safety Department for a public rail system.
  • Current certification as an Associate Safety Professional or Certified Safety Professional.
  • Registered Professional Engineer in the State of Georgia or Engineer-in-Training.
  • Project Management Professional (PMP) certification.
  • 10 years of experience managing federally funded rail, transit, or safety programs.
  • 10 years of experience administering FTA Grant funds.
  • Experience in influencing and developing teams.
  • Experience in preparing comprehensive reports and correspondence related to program deliverables and federal grant management.
  • Experience in communicating effectively with multi-state, federal, local agencies, and the public regarding departmental issues.
