Senior Program Management Specialist

Overview:

The individual will operate autonomously within the contract's framework to provide counsel to senior Department of State leadership on administrative support, staffing levels, financial matters, and procurement needs while serving as a conduit between the government and the contracting entity.

Key Responsibilities:
  • Act as the primary onsite liaison between Department of State leadership and the contractor regarding contract personnel;
  • Support senior DOS leadership in daily operational functions;
  • Advise senior DFP leadership on current Government fiscal policies, procedures, and regulations;
  • Oversee compliance management in accordance with relevant Appropriation Laws;
  • Provide guidance to senior management on fiscal administrative and budgetary operations;
  • Conduct management studies and analyses aimed at enhancing workflow and streamlining administrative processes as necessary;
  • Draft correspondence, reports, or other documentation to support or justify budgetary expenditures;
  • Serve as the primary liaison to government offices and contracting officials regarding all financial matters, personnel, contract modifications, budgetary planning, analyses, forecasting, formulation, execution, and contractual agreements;
  • Authorize all time and leave for contract personnel;
  • Recommend, develop, and implement efficient spending solutions and corrective measures to yield cost savings for the Government and rectify deficiencies;
  • Perform cost-benefit analyses and review historical budgets;
  • Advise on Program Management Reviews; assess expenditures at domestic posts and conduct thorough analyses of needs, including both long- and short-term objectives;
  • Review and suggest modifications to Non-Disclosure and Professional Service Agreements and negotiate terms and conditions on agreements;
  • Ensure all agreements adhere to and comply with Federal Contracting Rules, FAR/FAM regulations, HSPD-12, legal and governmental regulations, and policies regarding contract amendments and modifications, as well as Company policies and standards;
  • Deliver briefings, options, and recommendations to senior DOS leadership on issues impacting office operations and staffing levels;
  • Guarantee that Department fiscal policies are executed without unnecessary disruption to normal operations;
  • Assist management and relevant supervisors with equipment procurement;
  • Maintain close communication with counterparts in DS and other bureaus regarding the timeliness and adequacy of funds allocated to DO;
  • Foster effective working relationships with a diverse range of individuals within the Office/Bureau/Department, other agencies, and private sector organizations;
  • Conduct annual evaluations of all contract employees;
  • Additional duties may include various security-related administrative or operational tasks aimed at establishing and maintaining specified levels of effectiveness in fiscal management and departmental operations.
Supervisory Responsibilities:

Will be responsible for supervising other contract personnel.

Education and Experience:
  • Must be highly organized with exceptional oral and written communication skills to effectively interact with DFP personnel and other government agencies at all levels;
  • Ability to communicate effectively both orally and in writing;
  • A Bachelor's Degree and two (2) years of supervisory experience are required. Six (6) years of supervisory experience may substitute for the Bachelor's degree;
Knowledge, Skills, and Abilities:
  • Possess a comprehensive understanding of and experience with administrative operations, personnel management, and fiscal management at a managerial level;
  • Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
Certificates, Licenses, Registrations:

Must be a U.S. Citizen and possess or obtain/maintain a minimum of Top-Secret clearance;

Security Clearance:

TOP SECRET Clearance Level Required

  • Must have a current United States Government TOP SECRET Personnel Security Clearance.
  • Must have a current U.S. Government Single Scope Background Investigation (SSBI)/ Tier 5 or equivalent.
  • Must be a U.S. Citizen.
  • Must be able to maintain required Security Clearance/access approvals.
Physical Demands:

Physical demands of the role include light lifting typical of a standard office environment.

Travel:

Travel may occur, but is not expected.

Work Environment:

The employee will operate in a standard office setting, with access to typical office equipment, including computer hardware, printers, file cabinets, etc.
