Job Summary

We are seeking a highly skilled and experienced Development Services Director to join our team at the City of Manteca, CA. As a key member of our Executive Management Team, you will be responsible for planning, organizing, directing, advising, and evaluating the activities of the Development Services Department.

Key Responsibilities:

  • Provide direct staff input to the City Manager on planning, building, and economic development issues.
  • Serve on the Planning Commission and direct the preparation of staff reports for Planning Commission and City Council meetings.
  • Develop and prepare the annual budget for the Development Services Department and analyze and review budgetary and financial data.
  • Direct, supervise, and evaluate the performance of departmental staff and recommend and arrange for appropriate training of subordinates.
  • Monitor overall growth and development relative to the General Plan and design, prepare, and recommend appropriate codes and ordinances related to the General Plan, land use, subdivisions, and other community development matters.
  • Coordinate and manage the review of private and public development projects and conduct public hearings as required.
  • Serve as liaison with developers, contractors, and citizen groups regarding planning-related activities and projects.
  • Assume full management responsibility for all economic development activities, including researching and securing major grants, investments, and external funds.
  • Identify workforce skill needs of the business community and coordinate action with educational training institutions to develop and provide the appropriate training and educational programs.
  • Develop systems, materials, programs, and plans that promote business development, expansion, and retention within the City.
  • Assist commercial developers with all local activities and approvals necessary for project completion, including zoning matters, financial incentives, and general coordination activities with City departments, Commissions, and the City Council.
  • Participate with community, state, and federal agencies to coordinate economic and community development programs and conduct meetings/workshops.

Requirements:

  • Advanced knowledge of the principles and practices of community planning, planning administration, urban and site design, and sociology as applied to community planning and development.
  • Principles and practices of building safety.
  • Theory, principles, and content of General Plan, specific plans, and land use regulations.
  • Advanced project management principles.
  • Research methods and sources of information related to urban growth and development.
  • Marketing principles and strategies.
  • Business retention and recruitment initiatives.
  • Methods and principles of economic development, brownfield redevelopment, funding methods, and tax issues.

Education and Experience:

  • Graduation from an accredited college or university with a Bachelor's degree or equivalent in urban planning, architecture, economic development, public administration, or a related field.
  • A minimum of six years of increasingly responsible professional-level administrative public sector experience in the analysis of administrative concerns, including the development and implementation of administrative or operational programs, policies, and procedures.
  • Three years of supervisory experience required.
