Human Resources Specialist

We are seeking an experienced Human Resources professional to join our Division 12 team at the NC Department of Transportation. As a Human Resources Specialist, you will serve as a key member of our team, responsible for qualification and salary administration, reviewing job applications, and ensuring compliance with merit-based hiring practices.
Key Responsibilities
- Review job applications to determine qualification status.
- Review hiring packages to ensure compliance with merit-based hiring practices.
- Review salary recommendations to ensure compliance with salary administration policies.
- Serve as a backup to our division approver for personnel action/organization management actions using the state's Human Resources Information System.
- Work with Division 12 staff to interpret and apply personnel and department policies to address issues regarding hiring packages and actions.
Requirements
- Experience using Human Resources Information systems, such as Fiori/BEACON.
- Experience exercising judgment and discretion in the application and interpretation of personnel policies and procedures.
- Experience providing customer service through email and phone.
- Experience completing hiring packages using salary administration rules.
- Working knowledge of applicant tracking systems, such as NeoGov.
Education & Experience
- Associate's degree in Human Resources, or relevant field, and
- 1+ year experience; or
- 2+ years of HR experience; or
- An equivalent combination of education and experience.
