Job Summary

This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent reviews and supports development of the Concept of Operations, a plan describing how a joint force commander may organize and employ forces in the near term in order to solve a current or emerging military problem.

Key Responsibilities
  • Develops Concept of Operations (CONOPS) that represent the central idea, operational approaches, and concept required capabilities in joint concepts for the purpose of evaluation and development of joint force development and design recommendations.
  • Defines problems using a military design process and conducts mission analysis to develop possible CONOPS courses of action, which address the central problem, for senior leader approval.
  • Provides expert advice and analysis on joint concepts, CONOPS, and capabilities to senior managers within the Joint Staff, Combatant Commands, and Services regarding operational issues of major importance to the Department of Defense.
  • Contributes to a repository of ideas, articles, studies, reports and other documents within DOD, federal agencies, academia, and industry for possible inclusion into joint concept development activities.
  • Analyzes and synthesizes complex problems and supports the development of solutions to these complex problems using problem solving techniques to address and resolve issues.
  • Reviews and supports development of the CONOPS, a plan describing how a joint force commander may organize and employ forces in the near term.
  • Performs with guidance, and defined objectives, priorities and deadlines from team lead or supervisor for technical and administrative direction.
