Job Title: Accounting Manager

The Payroll Director at East Carolina University reports to the University Controller and oversees a team responsible for managing payroll operations. This includes guiding staff in the completion of bi-weekly pay cycles, processing employee pay, and ensuring compliance with taxing authorities and benefit vendors.

The Director is also responsible for the completion of quarterly and annual tax filings, as well as ensuring that all amounts are recorded appropriately in the Banner Finance system. Additionally, the Payroll Director oversees the University's multiple state taxation effort, directing staff on the process of identifying employees potentially working outside of North Carolina, ensuring or establishing registrations as needed in applicable states, remitting amounts owed accordingly, and completing filings as required by the various jurisdictions.

The ideal candidate will have a Bachelor's degree in accounting, business, finance or other discipline related to the area of assignment, with 12 credit hours of accounting coursework and three years of professional accounting experience, of which at least one is supervisory. Preferred experience includes serving as the ultimate decision-maker for payroll-related operations, overseeing payroll functions in advanced ERP systems, and having extensive working knowledge of Federal taxation and labor regulations.

**Responsibilities:**

  • Manage payroll operations, including bi-weekly pay cycles and off-cycle payments
  • Process employee pay, ensuring compliance with taxing authorities and benefit vendors
  • Complete quarterly and annual tax filings, and ensure accurate recording in the Banner Finance system
  • Oversee multiple state taxation efforts, including employee identification, registration, and filing
  • Manage staff responsible for evaluating payments to Foreign Nationals and processing garnishments and over-payments

**Requirements:**

  • Bachelor's degree in accounting, business, finance or related field
  • 12 credit hours of accounting coursework and three years of professional accounting experience
  • Supervisory experience preferred
  • Preferred experience in payroll functions, Federal taxation, and labor regulations
