Description/Duties

The current vacancy is in the Fire Plans Examiner Assignment; however, this list may also be utilized to fill other roles within the Senior City Plans Examiner classification.

A Senior City Plans Examiner is a highly skilled technical position responsible for conducting advanced and intricate plans examination work while coordinating multidisciplinary plan review activities to support the central plans review function of the Development Services Department. This role serves as a team leader and mentor to junior plans review staff. Responsibilities include researching historical background information relevant to individual permit applications, performing detailed technical analyses of plans, specifications, and reports, and reviewing construction documents for completeness, accuracy, and compliance with applicable codes, ordinances, and national standards. The position demands the highest level of technical expertise and significant independent judgment, ensuring precision and accuracy in all evaluations. Judicious reasoning and negotiated solutions are critical, as they are subject to public scrutiny and critical analysis. Incumbents are expected to maintain current knowledge of the policies, procedures, and standards of the City departments they represent. This position is also responsible for performing related duties as required.

Employees may advance to this classification through non-competitive promotion upon meeting specific performance and certification criteria, in addition to standard education and training requirements. The role requires considerable independent judgment and initiative, combining a broad scope of advanced technical knowledge and sophisticated analytical skills to resolve a variety of complex technical issues. Incumbents are expected to execute assignments without detailed instruction or guidance. This position serves as the primary subject matter expert in the area of assignment and is required to possess extensive knowledge and understanding of the City's policies and practices, including the independent interpretation and application of development standards and principles for a variety of complex and controversial projects. The Senior City Plans Examiner differs from the City Plans Examiner classification by its leadership and mentoring responsibilities, coordination of multidisciplinary plan review activities, and the level of autonomy, decision-making, and complexity of assignments requiring a comprehensive understanding of City procedures and requirements related to engineering, fire prevention, and planning and zoning regarding the plans review process. Work is performed under the general direction of a senior administrative, technical, or professional level supervisor. Performance and work are evaluated through meetings, written plans review correction sheets, and overall results achieved. This classification is FLSA nonexempt.

Minimum Qualifications Required: Graduation from high school or GED. Any combination of training, education, and experience equivalent to at least five years of specific city plans review experience related to the program area (e.g., Civil, Design Review, Fire), and interpreting and applying codes, ordinances, and national standards (e.g., building, mechanical, plumbing, electric, fire, and/or civil engineering).

Preferred/Desirable Qualifications: Certification as a Fire Plans Examiner, Fire Inspector, or Building Plans Examiner. Extensive experience in effectively engaging with the general public and development industry professionals is highly desirable. College or technical school coursework relevant to the assigned function (e.g., civil or mechanical engineering, architecture, fire-related training, building construction, or a closely related field) is preferred.
