Job Summary

InsideHigherEd is seeking a highly skilled Contract Manager to join our team. As a key member of our procurement department, you will be responsible for managing and leading cross-functional projects for strategic sourcing initiatives in multiple product and service categories.

Key Responsibilities
  • Initiate, evaluate, and execute a broad range of complex university contracts and strategic sourcing initiatives, as required by the university, and in accordance with applicable laws and regulations.
  • Guide strategic sourcing teams in collaboration with campus and/or system-wide client leads.
  • Lead strategic sourcing teams through all aspects of the RFI/RFQ/RFP development process, including scope of work development, market research, proposal/quote evaluation, negotiating, execution, and implementation of contracts.
  • Apply negotiation skills to persuade, influence, and explore positions and alternatives to reach outcomes that will gain acceptance and commitment of all parties and meet both InsideHigherEd and CSU's strategic procurement objectives.
  • Analyze and make decisions to ensure contract terms and conditions have favorable pricing and terms.
  • Resolve complex contractual issues.
  • Analyze spend, bidding, awards, supplier performance, customer satisfaction, and other benchmark information for client groups.
  • Utilize CSU procurement suite of tools to perform spend analytics, conduct online bidding events, and manage resultant awards.
  • Actively participate in system-wide strategic sourcing and procurement-related initiatives.
  • Communicate and advise vendors and suppliers on doing business with InsideHigherEd and the CSU.
  • Interpret, explain, and apply rules and policy in relation to contracts and procurement to the strategic sourcing team and campus stakeholders.
  • Effectively manage and reduce risk via proper creation of solicitation and contract documents.
  • Provide management and training of a variety of contracts and procurement processes to the contracts staff.
  • Manage customer inquiries and requests, assign work, and ensure timely completion of work.
  • Monitor workload, ensure deadlines are met, and service level expectations are being met.
  • As required, draft policies, create training materials, and schedules.
  • Supervise, as required, contracts staff in the completion preparation, research, negotiation, review, organization, and final execution for complex commodities, service contracts, construction contracts, affiliation agreements, service learning, lease agreements, revenue-generating agreements, and other miscellaneous contracts required by the university.
  • Day-to-day oversight of contracts staff and procurement processes.
  • Conduct and complete contracts employee evaluations.
  • Identify, anticipate, develop, propose for approval by senior director, and subsequently implement solutions to provide applicable service to the campus and auxiliaries.
  • Actively solicit and act upon feedback from our campus stakeholders and auxiliaries related to contracts.
  • Assist and/or lead on projects assigned by the senior director to meet university and system-wide contracts and procurement goals.
  • Actively nurture and lead contracts staff in establishing and maintaining strong working relationships within finance and business services, in servicing campus departments, auxiliaries, outside agencies, and suppliers.
Knowledge, Skills & Abilities
  • Thorough knowledge of CSU policies and procedures related to procurement and contracts, general provisions, public contract code, public works policy, and applicable laws and/or regulations the CSU is subject to.
  • Ability to review and prepare high-dollar, complex contracts and agreements.
  • Ability to review and prepare student placement agreements.
  • Knowledge of the RFI/RFP process, including the development of content, evaluation of proposals, supplier selection processes, negotiation approaches for bid events or sole sources, and managing the resulting contracts, and associated compliance with CSU policy.
  • Project management competence, time management skills, and ability to deliver exceptional customer service.
  • Ability to work well with multiple competing priorities, manage projects, and meet deadlines.
  • Interpersonal, management, written, and oral communication skills.
  • Ability to work collaboratively in a team-oriented environment across organizational lines and at all organizational levels.
  • Ability to communicate with constituents in a professional and respectful manner.
  • Knowledge of purchasing systems and general knowledge of e-commerce.

  • Knowledge in the solicitation, development, execution, and administration of large-scale contracts.
  • Knowledge of other purchasing systems such as spend analytics, e-sourcing (eRFx), reverse auctions, and contract management.
  • Knowledge of the overall strategic sourcing process and concepts as well as approaches to cost reduction in the supply chain.
  • Knowledge of administering a portfolio of contracts for products and services and conducting related supplier/customer management activities.
  • Ability to effectively supervise staff remotely.
Required Qualifications
  • Bachelor's Degree or equivalent work experience in Business, or related discipline in relation to the scope of employment, or equivalent combination of education and related work experience.
  • Four years of progressively responsible relevant experience, including at least one year of supervisory experience.
Preferred Qualifications
  • Certified Professional Contract Manager (CPCM) or a master's degree in business or related discipline.
  • Experience working within a California State University system or large California public institution.
  • Leadership skills in a complex, unionized work environment.
  • Experience in the administration of a wide range of programs within a procurement environment such as Small Business/Disabled Veteran Business Enterprise, ATI knowledge, and Oracle Financial software.
