The National Endowment for Democracy (NED) is a leading grantmaking foundation that empowers democratic activists, civil society organizations, and independent media around the world. We are seeking an Auditor with Russian language skills to join our Compliance team and help strengthen the impact of our work.
Job Summary:The Auditor will conduct financial monitoring of NED grantees in Eurasia and Europe, working proactively with grantees to establish appropriate internal controls over grant compliance and accountability. This includes performing risk assessments, control and substantive testing procedures, and developing internal control improvements.
Responsibilities:- Perform risk assessments of potential grantees' administrative and financial capacity.
- Develop a risk-based monitoring plan for each grantee, working collaboratively with Program and Grants Officers to ensure monitoring meets compliance requirements.
- Conduct monitoring activities, including internal control assessment interviews, process walkthroughs, daily transaction ledger reviews, invoice reviews, and site visits.
- Work with documentation in English and/or Russian, translating as needed to perform monitoring activities.
- Prepare monitoring reports with observations, findings, or questioned costs, and respective recommendations for corrective actions and resolution of deficiencies.
- Prepare presentation and training materials for financial management training workshops.
- Provide guidance and training to NED grantees through financial workshops, virtually and in-person.
- Maintain accurate and up-to-date data input in the Grants Management System.
- Support process innovation and change management by representing the department in internal working groups.
- BS in Accounting or Finance.
- 2+ years of related work experience.
- Experience with Microsoft Office: Excel, Word, Outlook, and PowerPoint.
- Working knowledge of OMB's Uniform Guidance and Generally Accepted Government Auditing Standards.
- Advanced fluency in Russian language.
- Knowledge/experience with internal audit and process workflow software.
- Flexibility, use of judgment, and independent thinking in designing internal control recommendations.
- Auditing and report writing skills.
- Ability to present audit findings with tact and sensitivity.
- Strong communication and facilitation skills.
- Commitment to accuracy and timeliness.
- Demonstrated ability to work both as a team player and independently.
- Ability to travel, both domestically and internationally, less than 10% of the time.
