Job Summary

The Natural Resources Conservation Service is seeking a highly skilled Soil Conservationist to join our team. As a key member of our conservation program, you will be responsible for providing technical guidance and assistance to landowners, groups, and units of government to develop and implement urban conservation programs.

Key Responsibilities
  • Provide technical guidance in the development of annual work plans, scheduling activities, maintaining records, preparing reports of plans/contracting, accomplishments, and maintaining efficient program operations related to urban conservation.
  • Serve as the representative in working with other agencies and organizations that are interested in urban resource conservation programs.
  • Reviews and monitors partnership cooperative and/or contribution agreements as well as other competitive technical assistance contracts to ensure proper and timely execution.
  • Coordinates with other program managers to ensure program integrity. Serve on review panels for urban agricultural issues/proposals.
  • Suggest alternate land uses and treatment; and works with landowners to consolidate decisions into a comprehensive urban resource conservation plan.
Requirements
  • You must be a US Citizen or US National.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Basic Education Requirement:

Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering.

Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience.

Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service.

Substitution of education in lieu of specialized experience for the GS-11 level: at least 3 year(s) of progressively higher-level graduate education leading to a Ph.D. or Ph.D. or equivalent doctoral degree in biological science, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Specialized Experience for GS-12: To qualify for the GS-12 grade level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service.
