Job Summary

We are seeking a highly skilled and experienced Code Compliance Supervisor to join our team at the City of Corvallis. As a key member of our Community Development Department, you will be responsible for overseeing the City's Code Compliance Program, ensuring compliance with various codes and regulations, and providing guidance to staff and the public.

Key Responsibilities
  • Conduct field investigations of reported code violations, gather evidence, and interview complainants, witnesses, and property owners or occupants.
  • Develop findings and issue verbal warnings, correction notices, notices of violation, Administrative Civil Penalties, and stop work orders.
  • Provide guidance to staff on code compliance activities, site investigation, scheduling, code interpretation, policies, and procedures.
  • Supervise assigned staff, perform personnel duties, and create a positive work environment.
  • Develop procedures and performance standards to ensure efficient and effective code compliance activities.
  • Work closely with the Division Manager to outline and define service objectives and outcomes for the compliance program.
  • Research and develop draft ordinances and amendments to City codes.
  • Facilitate and coordinate code compliance efforts with other departments and agencies.
  • Organize and maintain evidentiary documentation and prepare case materials for filing with the City Attorney.
  • Testify in Court or before a Municipal Hearings Officer on behalf of the City.
Requirements
  • High school diploma or equivalent required; Bachelor's degree in Public Administration, Construction Management, Civil Engineering, Law Enforcement, Urban Planning, or a related field preferred.
  • Four years of experience in code enforcement, building inspection, construction management, general contracting, structural engineering, or planning, including two years' experience working in a regulatory environment.
  • Two years of experience in a supervisory or lead worker role preferred.
  • Advanced technical knowledge of code compliance programs and methods.
  • Ability to understand development specifications, legal documents, and City codes.
  • Excellent oral and written communication skills.
  • Ability to manage multiple tasks and prioritize work.
  • Strong leadership, organizational, and administrative skills.
  • Ability to plan and recommend annual code compliance program budgets.
