Project Manager (DOT)

Job Summary:

We are seeking a Project Manager to lead our contract operations supporting the Department of Transportation (DOT) in Washington. The successful candidate will have complete authority and responsibility to act for EMCOR Government Services in every detail during the term of the contract.

Key Responsibilities:
  1. Lead a team of dedicated professionals in delivering complete facilities maintenance services, including preventive and unscheduled maintenance, repair of equipment and systems, landscaping, custodial, and associated services.
  2. Client engagement, financial planning and management, interaction on human resources management, operations and continuous improvement, and planning, organizing, coordinating, directing, and controlling assigned contract functions.
  3. Supervise the Deputy Project Manager, Chief Engineers, Engineers/Trades, supervisors, and manage subcontractors, IDIQ projects, and consultants.
  4. Develop and lead a complex organization requiring acute mission focus.
  5. Maintain a strong and highly responsive business relationship with the client.
  6. Create reports/presentations/spreadsheets to manage, track, and brief progress to the client and EMCOR senior management.
  7. Collaborate with EMCOR senior leadership and staff managers on SG&A control, budgeting, growth, and P&L management.
  8. Interface with colleagues on other EMCOR sites to develop a One Team strategy.
  9. Review routine financial forecasts and brief monthly updates.
  10. Analyze operations to determine potential enhancements or improvements to facilities operational procedures and activities.
  11. Ensure consistent and accurate interpretation and application of human resource policies and procedures.
  12. Maintain compliant and strong safety, health, environmental, and quality control programs.
  13. Advises senior management and client on project management capability and risk.
  14. Ensure all employees follow Government and EMCOR/IT Business Systems and Cybersecurity requirements.
  15. Establish performance indicators for measuring/trending project performance.
Qualifications:
  1. Must possess and consistently lead with a Mission First, People Always mindset.
  2. Must have a minimum of twelve years of experience in Operations and Maintenance/Facilities Management experience for buildings of the approximate size, complexity, and characteristics, with at least eight years in a project management/supervisory role.
  3. An associate's degree/bachelor's degree in engineering, project management, construction, or a related field is desired or a combination of education, experience, professional licensing/certification may be acceptable.
  4. Must demonstrate an extremely high level of attention to detail and the ability to take initiative/action and adapt quickly to stressful or changing requirements.
  5. Must have excellent communication, writing, and listening skills and the ability to communicate with various levels within the organization and with clients.
  6. Demonstrated experience in cost control, budgeting, scoping, planning, estimating, procurement, scheduling, change management, tracking, dispute resolution, contracting, and leadership.
  7. Highly developed leadership, management, supervisory, interpersonal, and analytical skills are required to administer a high-performing contract.
  8. Demonstrated experience working with labor unions and/or managing service employees under the Service Contract Act.
  9. Experience with Computerized Maintenance Management Systems (CMMS), Maximo experience is preferable.
  10. Working knowledge of financial management, client relations, plant management, reporting, business operations, blueprints, buildings, grounds, equipment, custodial services, construction, repair, maintenance, purchasing, inventory control, fire, safety management, and OSHA codes.
  11. Candidate must be able to obtain HSPD- clearance.
Other Skills/Requirements:
  1. Proficiency with Microsoft Office Tool Suite (including SharePoint, MS Teams Application, and Outlook).
  2. Proficiency with Microsoft Project desired.
  3. Knowledge of Business Intelligence products and tools desired.
  4. Proficiency with Maximo CMMS highly desired.
  5. Experience with facilities management and IDIQ estimating.
  6. Demonstrated skill at developing and nurturing strong client relationships.
  7. Ability to identify potential, train, and develop others for succession planning.
  8. Some travel may be required.
  9. Awareness of emerging technologies and project management techniques desired.
Physical Requirements:

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.
