Job Title: Contractor Program Security Officer

We are seeking a highly skilled Contractor Program Security Officer to join our team at International Staff Consulting. As a key member of our security team, you will be responsible for managing multiple programs executed out of our client's Arlington, Virginia office.

Key Responsibilities:
  • Develop and implement program protection plans, ensuring compliance with U.S. Government directives and regulations.
  • Attend and participate in program meetings, staff meetings, and telecons to ensure effective communication and collaboration.
  • Conduct internal self-inspections and assist with staff assistance visits and customer security assessments to maintain a high level of security awareness.
  • Develop and conduct program security briefings, debriefings, and foreign travel briefings to ensure personnel are aware of security protocols.
  • Develop and maintain program Standard Operating Procedures (SOP) to ensure consistency and efficiency.
  • Ensure adherence to applicable laws, national, DoD, and other SAP security policies and requirements.
  • Manage classified materials, ensuring they are properly marked and controlled in accordance with contractual requirements.
  • Investigate and document security violations/incidents, providing recommendations for corrective actions.
  • Maintain classified material accountability records, including inventory lists, receipt and transmittal records, and final disposition documentation.
  • Maintain personnel security records for SAP/SCI related programs, using SIMS, JPAS, and Scattered Castles.
  • Manage all aspects of security for assigned programs, performing and coordinating program security administrative tasks and duties.
  • Perform initial access eligibility determinations, create PARs and SCI nominations, and process incoming and outgoing classified visit certifications.
Qualifications:
  • Ability to exercise discretion and independent judgment while complying with policies, procedures, and applicable state and federal laws and regulations.
  • Ability to interpret policy and develop and implement security plans and procedures.
  • Ability to manage complex communication scenarios and perform COMSEC duties, including inventories, trainings, briefings, and dispositions.
  • Ability to prepare reports and documents using various office tools, such as MS Office, DISS, JADE, SIMS, TALON, and NISS.
  • Ability to travel on company business (approximately 10%).
  • Active Top Secret with SAP/SCI eligibility.
  • Completed IAEC 2112 (NSA COMSEC Managers Course) or be required to complete within 6 months of assignment.
  • Excellent oral and written communication skills.
  • Knowledge and experience in managing classified programs, U.S. Government security standards, and contractor operations.
  • Working knowledge of the National Industrial Security Operating Manual (NISPOM), DoD Special Access Program Security Manuals, and other related security manuals.
