Job Description and Duties

Under the direction of the Staff Services Manager I, the Associate Governmental Program Analyst oversees a range of projects that support the Division. The incumbent reviews various data, compiles and extracts relevant information, and makes recommendations to management for process changes, efficiency, and implementation of controls and systems within the Division. Occasionally, the Associate Governmental Program Analyst will lead subordinate staff within the Division office.

Key Responsibilities
  • Monitors and maintains the Division's $13 million budget, reviewing and analyzing monthly financial reports, budget plans, expenditures, projections, and other reports necessary for strong financial control and fiscal solvency.
  • Compiles, analyzes, and prepares budget-related data, including preparation of the annual budget for the Budget Act.
  • Creates and maintains complex Excel spreadsheets to develop and track travel expenditures associated with Out-of-State/Out-of-Country trips to ensure the Division remains within its spending authority.
  • Works with Division Managers to forecast future travel expenditures necessary for preparation of the Annual Out-of-State/Country Blanket for the Division.
  • Consults with Division management to regulate and control program expenditures and recommends solutions to potential problems through expenditure reductions or increases in revenue to keep the program solvent.
  • Develops and prepares budget projections and forecasts revenue projections through fund condition reports to keep management updated on the fiscal condition of the Division.
Special Projects Research Analysis
  • Conducts studies and analyses with significant variables/conditions, determines key considerations, and structures plans of action.
  • Researches and analyzes the Division's cash reserve and funding resources to ensure that the amount of revenue being generated and resources utilized fully recovers costs, builds sufficient reserve, and ensures ongoing program operations.
  • Prepares quarterly fund condition statements for management review. Analyzes operational, business, and economic trends of the motor oil industry to determine its impact on the Division.
  • Compiles and analyzes data from the annual audit of revenue-generated accounts for the Motor Oil Assessment (MOAF) Program. Reviews and ensures accounts are accurate and adequate in reporting the gallons of sales/purchases of Motor Oil for the State of California.
  • Makes recommendations to Program Management to ensure the program remains fiscally solvent.
Working Conditions

The duties of this position are primarily conducted indoors. The incumbent works in an office setting with other levels of personnel. The office is equipped with standard office tools, including a desk, ergonomic chair, telephone with voicemail, computer, calculator, bookcases, and file cabinets.

The incumbent must be able to establish and maintain effective working relationships with those contacted during the course of the work, work well under pressure, make appropriate decisions and well-thought-out recommendations, work well independently in completing assigned work, and meet all required deadlines.

Travel by private or State vehicle or public transportation to various locations throughout the state may be required rarely.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.
