Job Summary

The Department of Food & Agriculture is seeking a highly skilled Associate Governmental Program Analyst to join our team. As a key member of our staff, you will be responsible for overseeing a range of projects that support the Division, reviewing and analyzing data, and making recommendations to management for process changes and improvements.

Key Responsibilities
  • Budget and Fiscal Responsibilities
    • Monitor and maintain the Division's $13 million budget, reviewing and analyzing monthly financial reports, budget plans, expenditures, projections, and other reports necessary for strong financial control and fiscal solvency.
    • Compile, analyze, and prepare budget-related data, including preparation of the annual budget for Budget Act.
    • Create and maintain complex Excel spreadsheets to develop and track travel expenditures associated with Out-of-State/Out-of-Country trips.
    • Work with Division Managers to forecast future travel expenditures and prepare Annual Out-of-State/Country Blanket for the Division.
    • Consult with Division management to regulate and control program expenditures, recommending solutions to potential problems through expenditure reductions or increase in revenue.
    • Develop and prepare budget projections and forecasts revenue projections through fund condition reports.
  • Special Projects Research Analysis
    • Conduct studies and analyses with significant variables/conditions, determining key considerations and structuring plans of action.
    • Research and analyze the Division's cash reserve and funding resources to ensure revenue generation and resource utilization fully recovers costs, builds sufficient reserve, and ensures on-going program operations.
    • Prepare quarterly fund condition statements for management review and analyze operational, business, and economic trends of the motor oil industry to determine its impact on the Division.
    • Compile and analyze data from annual audit of revenue-generated accounts for the Motor Oil Assessment (MOAF) Program, reviewing and ensuring accounts are accurate and adequate in reporting gallons of sales/purchases of Motor Oil for the State of California.
    • Make recommendations to Program Management to ensure the program remains fiscally solvent.
Requirements
  • Experience and knowledge with creating, monitoring, and making projections for operational budgets.
  • Experience and knowledge of the procurement and contracting processes in California State service or in private industry.
  • Education, background, and experience that make you the best candidate for this position.
